A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, AUTHORIZING A CONTRACT
BETWEEN THE COUNTY AND THE UNIVERSITY OF FLORIDA,
DEPARTMENT OF CIVIL ENGINEERING, TO COMPLETE A
DETAILED STRUCTURAL REVIEW OF BUILDINGS IN MONROE
COUNTY FOR HURRICANE AND OTHER EMERGENCY USE AND
TO RECOMMEND REVISION IN THE MONROE COUNTY BUILDING
CODE.
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, that:
The County is hereby authorized to enter into a contract between
the County and the University of Florida, Department of Civil
Engineering, represented by Byron Spangler, proffessor, and Christopher
Jones, coastal engineering specialist, a copy of which is attached
hereto, requiring the University of Florida, Department of Civil
Engineering, to perform a detailed structural review of buildings
in Monroe County, to be used as shelters for hurricanes and other
emergencies; to provide a methodology for the assessment of hurricane
effects on such structures in the County; and, to recommend revisions
ln the Monroe County Building Code designed to result in a reduction
of structural damage and potential loss of life, as a result of
hurricanes and other emergencies, all at a cost of $4,900.00. Be
it further resolved that the Mayor and Chairman of the Board of
County commissioners of Monroe County is hereby authorized to execute
the said agreement.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting held on the 15th day
of April, A.D. 1983.

AGREEMENT
THIS AGREEMENT,. made and entered into this 15th day of
April , 1983, by and between THE UNIVERSITY OF FLORIDA
DEPARTMENT OF CIVIL ENGINEERING, as represented by principal in-
vestigator's Byron Spangler, Professor and Christopher Jones, Coastal
Engineering Specialist, hereinafter referred to as "Contractor", and
the COUNTY OF HONROE, STATE OF FLORIDA, hereinafter referred to as
"County".
WITNESSETH:
WHEREAS, Monroe County is extremely vulnerable to hurricanes
and limited evacuation routes necessitate the reliance on use of
buildings for hurricane shelters within the county, there exists
a need for a definitive review of existing and potential hurricane
shelters and other' buildings used for emergency purposes to determine
their ability to withstand hurricane conditions; and, there also
exists a need to adopt a consistent and reliable methodology for the
evaluation of hurricane effects on structures in Monroe County, and
to identify revisions in the County Building Code which will reduce
structural damage and potential loss of life; and
~mEREAS, the University of Florida, Department of Civil
Eng~neering as represented by Byron Spangler, Professor and
Christopher Jones, Coastal Engineering Specialist have the academic
background and professional expertise and have indicated their desire
to perform said structural reviews, provision of a methodology, and
recommendations to the County Building Code as indicated in a detailed
proposal submitted to the Honroe County Office of Civil Defense, now,
therefore,
IN CONSIDERATION of the mutual covenants, and promises herein
contained, the parties hereto agree as follows:
I, The Con~~a"~or will perform the work as described in the
attached project proposal entitled, "Evaluation v~ __~isting
and Potential Hurricane Shelters and Buildings for Emergency
Use", April 1, 1983 and, by the end of the project period
provide the Office of Monroe County Civil Defense with the
following work products: a Technical Report, Methodology for
evaluation of storm effects on construction, and Recommendations
for changes in the County Building Code.
2. 110nroe County through the Office of Civil Defense will provide
the Contractor with plans, maps, and related materials which
they will require in order to carry out the project.
3, The parties agree that the Contractor shall provide the
specified work products within a period of time commencing
with the 'execution of this Agreement and ending on January
31, 1984, and shall be paid the lump sum amount of FORTY -
NINE HUNDRED DOLLORS ($4,900.00). Payment for said work shall
be in accordance with a properly authorized Letter of
Authorization and shall be made to the Contractor upon. the
submission of all required work products to the Office of
Monroe County Civil Defense and upon the approval of that
Department.
IN WITNESS llliEREOF the parties hereto have caused this
agreement to be executed for the purposes herein expressed.
