RESOLUTION NO. 017 -1983
RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, AUTHORIZING A PLANNING STUDY
AND REPORT FOR THE PROPER FUTURE DEVELOPMENT OF THE
COUNTY GOVERNMENT COMPLEX LOCATED IN JACKSON SQUARE
IN THE CITY OF KEY WEST, FLORIDA, INCLUDING A REQUEST
TO THE KEY WEST REDEVELOPMENT AUTHORITY FOR ADDITIONAL
LAND ADJACENT TO JACKSON SQUARE; A REQUEST THAT THE
FLORIDA KEYS AQUEDUCT AUTHORITY RELINQUISH TO THE
COUNTY ITS FACILITIES LOCATED WITHIN JACKSON SQUARE;
AND A REQUEST THAT THE CITY OF KEY WEST RELINQUISH
ITS INTEREST IN THE USO BUILDING LOCATED WITHIN
JACKSON SQUARE.
WHEREAS, many of the functions of and services provided by
Monroe County are housed in buildings located in an area known as
Jackson Square, bounded by Whitehead Street, Southard Street,
Thomas Street, and Fleming Street, in the City of Key West, and
WHEREAS, it can reasonably be anticipated that the future
growth of the County and the resulting demands for additional
governmental services and facilities will place extreme burdens
upon the existing facilities and will require the construction of
additional facilities to properly serve the citizens of this County,
and
WHEREAS, the citizens of this County will be better served if
the additional facilities which are anticipated, are provided in
accordance with a properly studied and planned program, and
WHEREAS, such a planned program requires the services of a
qualified engineering firm which can develop a plan for the most
efficient use of the buildings and space available now or in the
future, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, that:
1. The firm of Pos~ Buckley, Schuh & Jernigan, Inc. shall
be directed to immediately commence a study, in order to prepare a
plan and report for the proper utilization for the area known as
Jackson Square, as a Monroe County Governmental Complex to include
the present and future needs of the County government, the most
efficient and effective manner of utilizing the buildings now
existing, together with the projected need for additional facilities,
the specific facilities which will be needed and the most practical,
cost efficient and space efficient method of providing those
facilities. All appropriate Monroe County officers and employees
are directed to cooperate with Post, Buckley, Schuh & Jernigan, Inc.
in facilitating the prompt completion of this study, plan and report.
2. The County Administrator shall issue an appropriate pro-
fessional service order to Post, Buckley, Schuh & Jernigan, Inc.
embodying the provisions of this resolution under the terms of the
County's General Consultant Agreement with said firm dated April 21,
1981, which agreement was entered into after selection of Post,
Buckley, Schuh & Jernigan, Inc. by the Board of County Commissioners
pursuant to Subsection 287.055 Florida Statutes.
3. The County Attorney shall promptly contact the Key West
Redevelopment Authority to request that the Authority make land
located on the Truman Annex adjacent to Jackson Square, available
for County use as additional space for the Monroe County Govern-
mental Complex.
4. The County Attorney shall promptly contact the Florida
Keys Aqueduct Authority to request that the Authority consider
relinquishing to Monroe County the buildings and facilities now
utilized by the Authority in Jackson Square.
5. The County Attorney shall promptly contact the City of
Key West to inform the City of the County's interest in utilizing
the space now occupied by the USO Building in Jackson Square, and
authorizing staff to enter into negotiations with the City of Key
West for the USO Building located in Jackson Square.
Passed and adopted by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held on
the 7th day of January, A.D. 1983.
