WHEREAS, the BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA,
has received an application from LAMBERT & BARBARA KNIZEL
and,
WHEREAS, in compliance with State Statute, it is necessary as part of
the permitting procedure to read the following Biological Assessment into
the Record, as follows:
The applicant is proposing the construction of a seawall and a riprap revet-
ment, 298 feet in total lenath, of which 160 feet would be vertical concrete
seawall along an artificially created canal and 138 feet would be rubble rip -
rap along a natural shoreline.
The purpose of this shoreline development is for erosion protection. A 17 ft.
long dock with a 20 ft. long tee at the end (maximum width of eight feet) is
proposed for construction along the open water shoreline.
Approximately 40 cubic yards of fill would be placed waterward of MHW and 3E
cubic yards would be placed landward of MHW for the construction of the re-
vetments. The riprap would be placed slightly waterward of MLW along the
natural shoreline. The riprap would consist of 1-2 foot diameter boulders,
with the larger boulders placed to the outside on an approximate 3.1 slope.
The smaller boulders would, consequently, make up the inside or bed on which
the larger boulders would be placed.
The waterward extent of the proposed seawall along the artificial shoreline
would be between MLW and the mid tide line.
The width of the proposed riprap would be four to five feet.
The body of water adjoining the eastern shoreline of the applicant's property
was partially created from low mangrove -dominated wetlands in the late 1950's
or early 60's, although some degree of its natural characteristics are still
retained. The uplands in this area were created through dredge spoil deposition.
The applicant' shoreline to the north borders a circulation canal which was
cut approximately ten to fifteen years ago.
Many of the properties in this areas are fringed by dense mangroves, with
offshore waters supporting scattered seagrasses (most of these seagrasses
are found along the shallower shoreline ledges). Soil compostion of the
shoreline in this area is soft marl (dredge spoil), which tends to erode
badly. Because of this erosion, the shoreline shelf tends to be wide
(narrower in areas of mangrove growth) and the intertidal zone correspondingly
large.
Depths increase rapidly past the shoreline shelf. These deeper waters were
dredged to an unknown depth and have typically low transparency as compared to
natural outside waters.
The adjacent property (lot 1) has retained the majority of its mangrove fringe.
Lot 3 has been seawalled along its southern perimeter (Canal shoreline) and
riprapped along its open water shoreline.
The applicant's upland property is approximately three to four feet above
MSL and has been recently built on. The upland drops sharply at the erosion
line to form a 20 to 25 foot wide submergent and partially submergent shelf.
Several clusters of mangroves, including white mangroves (Languncularis
racemosa), black mangroves (Avicennia germinans), and red mangroves Rhizophora
mangle), are found along the open water shoreline of this property. These
mangroves extend out of the deep water dropoff and inland nearly to the ero-
sion line. At the deep water dropoff and extending some five to ten feet in,
is a well -established turtlegrass (Thalassia testudinum) community. In be-
tween this seagrass growth and the MLW line, several species of algaes
(Penicillus sp., Halimeda sp. and Batoghora sp.) were observed.

Very little impact is anticipated as a result of this project as it is now
proposed. The only problem foreseen would be the placement of riprap to
such an extent waterward so as to cover established seagrass growth below
MLW. The positive aspects of this project include increased stabilization
of the applicant's shoreline and the creation of additional shoreline habitat.
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA, that the above Biological Assessment has been read into the record
and duly considered pursuant to Florida Statute 253.124 by the Board of County

INTRODUCTION
The application is to be reviewed by the Board of County Commissioners in
accordance with Chapter 19-111 (a) (5) of the Monroe County Code.
DISCUSSION
Applicant proposes to place approximately 75 c.y. of rip -rap boulders along
his 138 ft. of waterfront property abutting Lago de Salida del Sol, a natural but
altered water area. A wooden dock, 17 ft—long with a 20 ft. long "T" (maximum
width of 8 ft.), is also proposed. In addition, a 160 ft long vertical concrete
seawall along the canal front property line has been permitted, (permit number
7488B).
Approximately 40 c.y. of rip -rap will be required below MHW and 35 c.y.
landward of MHW.
The attached Department of Environmental Regulation report discusses this
project in greater detail and should be read for additonal information.
REASON FOR PROJECT AND INTENDED USE
To protect upland property from erosion and to provide boat dockage.

incomplete without local approval, pursuant to Section 253.124,
Florida Statutes, for filling waterward of the existing mean/
ordinary high water line.

together with your permit application to the Board of County
Commissioners/City Council or their authorized permitting
authority. Section 253.124, Florida Statutes, states that the
county commission/city council ". .shall have in hand the
(biological) report and findings thereof." It further states,
"The report shall be read into the record and duly considered
at the same meeting at which the board of county commissioners
or other authorized body takes final action on the application
for permit."
You will need to obtain a copy of the minutes of the meeting
or an appropriate indication of the local approval. This
