A RESOLUTION CALLING AND PROVIDING FOR A SPECIAL
ELECTION IN MONROE COUNTY, FLORIDA, ON THE PRO-
POSITION OF ISSUING $500, 000 RECREATIONAL FACILITIES
BONDS OF SAID COUNTY.
WHEREAS, it is deemed advisable and for the best interests of Mon-
roe County, Florida, and its inhabitants, that recreational facilities, in-
cluding land, be acquired, constructed, equipped and furnished in and for
said county pursuant to the provisions of Chapter 23418, Laws of Florida,
Special Acts of the Legislature Year 1945, as amended by Chapter 31016,
Laws of Florida, Special Acts of the Legislature Year 1955, and under
said laws the Board of County Commissioners is authorized to issue the
bonds of said county in the face amount of not exceeding $1, 000, 000 for
the purpose aforesaid, and to provide for the payment thereof by the levy
of an ad valorem tax on all real and personal property in said county sub-
ject to taxation or by pledge of the income and revenues to be derived from
the operation of said recreational facilities, or from both of said sources, and
WHEREAS, under the provisions of Section 6 of Article IX of the Con-
stitution of Florida, as amended, said county may issue such bonds only
after the same shall have been approved by a majority of the votes cast in
an election in which a majority of the freeholders who are qualified electors
residing in said county shall participate, such election to be held in the man-
ner prescribed by Chapter 100, Florida Statutes 1963, and
WHEREAS, it is deemed advisable that a special election be called and
held in and for said county for the purpose of submitting and voting upon such
proposition, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
Section 1. That a special election is hereby called and ordered to be
held in and for Monroe County, Florida, on November 3rd, 1964, from seven
o'clock A. M. until seven o'clock P. M. , at which there shall be submitted to
the freeholders who are qualified electors residing in said county, to be by
them voted upon, the proposition of said county issuing bonds to the amount
of $500, 000, bearing interest at a rate not to exceed Six per cent. (60/6) per
annum, for the purpose of purchasing, acquiring, constructing, repairing,
improving and extending the recreational facilities mentioned in Chapter
23418, Laws of Florida, Special Acts of the Legislature Year 1945, as
amended by Chapter 31016, Laws of Florida, Special Acts of the Legislature
Year 1955, in and for said county. The polling places for said special elec-
tion shall be the same as the places for voting at the general election being
held in said county on said date, and the Clerks and Inspectors appointed to
act in said general election shall act as Clerks and Inspectors at their re-
spective precincts for said special election.
Only those freeholders who are qualified electors residing in Monroe
County, Florida, and who have duly registered according to law, shall be
qualified to vote at said special election. The County Supervisor of Regis-
tration shall close the general registration books throughout said county
for voting at said special election at five otclock P. M. on October 3rd, 1964,
which is the same time that the registration books are closed for the general
election, and said County Supervisor of Registration is hereby directed to
determine from the records of his office the number of freeholders appear-
ing on said registration books, and shall execute his certificate as to the
number, which shall be accepted as the determination prima facie of those
entitled to vote in said special election.
Section 2. That for said special election ballots shall be prepared
for the aforesaid proposition in substantially the following form:

Facilities Bonds to the amount of $500, 000, bearing interest
at a rate not to exceed Six per cent. (6%) per annum, for the
purpose of purchasing, acquiring, constructing, repairing,
improving and extending recreational facilities, including land,
in and for said county as provided in Chapter 23418, Laws of
Florida, Special Acts of the Legislature Year 1945, as amen-
ded by Chapter 31016, Laws of Florida, Special Acts of the
Legislature Year 1955.

Section 3. That the Chairman and .Clerk. of the Board of County
Commissioners. are hereby authorized and directed to give notice of said
special election and of the proposition to be submitted thereat and of the
registration of qualified, voters by publication thereof at least once each
week for at least four consecutive weeks commencing not less. than thirty
days prior to said election in The Key West Citizen, a newspaper published,
in the City of Key West, Florida, and having general circulation throughout
said county. Said notice of election to be published as aforesaid shall be in
substantially the following form:

MONROE COUNTY, FLORIDA
Public notice is hereby given that pursuant to R.es.olution
duly adopted by the Board of County Commissioners of Monroe
County, Florida, a special election has been called and or-
dered held in and for said county from seven o'clock A.M. until
seven o'clock P. M. on the 3rd day of November, 1964, at which
there will be submitted to the freeholders who are qualified
electors residing in. said county, the following proposition:
"Proposition of Monroe County, Florida, issuing
Recreational Facilities Bonds. to the amount .of
$500, 000, bearing interest at a rate not to exceed
Six per cent. (6.0/0) per annum, for the purpose of
purchasing, acquiring, constructing, repairing, im-
proving, and extending recreational facilities, in-
cluding land, in and for said county as provided in
Chapter 23418, Laws of Florida, ,Special Acts. of the
Legislature Year 1945, as amended by Chapter 31016,
Laws of Florida, Special Acts of the Legislature Year
1955.11
Said special election will be held throughout said county at the
same polling places whereat the general election in said county is
being held on said date.
All qualified electors. of said county whose names appear upon
the general registration books. for said county and who are deter-
mined to be freeholders residing in said county, will be entitled
to vote at said special election, and the Supervisor of Registration
of said county will close the registration books at five o'clock P.M.
on October 3rd, 1964, which is the same time the registration books
are closed for the general election.
This. Notice is given pursuant to Resolution adopted by said
Board of County Commissioners.

Section 4, Upon the closing of the polls for said special election,
the Inspectors and Clerks shall file a report of the results of said pro-
position with the Clerk of the Board of County Commissioners, in order
that such results may be thereafter canvasscd and officially declared by
said Board.
