WHEREAS, the Board of County Commissioners of Monroe County,
Florida, in accordance with Chapter 63-1631, Laws of Florida, Acts of
the Legislature Year 1963, did by Resolution No. 27-1964, duly adopted
on the 14th day of July, 1964, create garbage districts in said County, and
WHEREAS, Leslie T. Bland and Betty A. Bland, his wife, d/b/a
Bland Disposal Service, made application for a franchise under the pro-
visions of said law, in that area from Stock Island up to and including the
island of Big Pine Key, Monroe County, Florida, in District No. 1, as de-
fined in said Resolution, and
WHEREAS, due notice was given, as required by said law, of said
persons' intention to present said application at the regular meeting of said
Board on the 28th day of August, 1964, and
WHEREAS, at said meeting the said Board of County Commissioners
considered said application and determined to grant a franchise in accord-
ance with the petition filed by the said Leslie T. Bland and Betty A. Bland,
his wife, d/b/a Bland Disposal Service, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, that a franchise for the purpose of
collecting, removing and disposing of garbage and waste in that area from
Stock Island up to and including the island of Big Pine Key, Monroe County,
Florida, in District No. 1 as set forth in Resolution No. 27-1964, adopted
July 14, 1964, be, and the same is hereby granted to Leslie T. Bland and
Betty A. Bland, his wife, d/b/a Bland Disposal Service, for a period of 5
years, commencing on the 28th day of August, A. D. 1964 and ending on the
27th day of August, A.D. 1969, upon the following terms and conditions:
1. That the fees to be charged by said persons shall not ex-
ceed those as set forth in the attached schedule of fees.
2. That in the operation of said garbage business, &aid per-
sons shall comply with all the laws of the State of Florida,
and shall operate and maintain said business in a clean,
sanitary and orderly manner.

3. That said, persons. shall pay to the County of Monroe as.
consideration for said franchise, 3% of their gross in-
come derived from the operation of said garbage busi-
ness, said consideration to be paid every 3 months,,
based upon the gross income for the preceding 3 months.
The first of said payments shall be due and. payable as
of November 28, 1964, and the balance of the payments
due hereunder, as. long as. said. franchise remains in
effect, shall be payable on the 28th day of every third
month thereafter.
4. That said persons shall be responsible for the dis-posal
.of all garbage and. waste collected by them, and shall
comply with all rules. and regulations established by the
Board of County Commissioners, and the laws of the
State of Florida, in disposing of said garbage and waste.
5. The Board of County Commissioners, reserves the right,
in accordance with said Chapter 63-1631Laws. of Flori-
da, Acts of the Legislature Year 1963, to make such
rules, and regulations a.s. to the method of collecting and
disposing of garbage and waste as shall from time to
time be necessary and desirable for the public welfare.
6. That this franchise is being granted subject to all pro-
visions, of said. Chapter 63-1631, Laws of. Florida, Acts,
of. the Legislature Year 1,963.
7. That in the event said persons. fail, to comply with the
terms..of this franchise, any rules and regulations -of the
Board of County Commis.sionerij., or any laws..of the
State of Florida pertaining thereto, said Board shall have
the right to revoke said, franchise in accordance with the
provisions of Section 6 of said Chapter 63-1631., Laws of
Florida, Acts of the Legislature Year 1963.

SCHEDULE OF FEES
Monthly Type
$1.50 and up Residence - dwellings
minimum charge $1. 50 monthly dependent upon
number of "pick-ups" necessary to protect
health and sanitation, but at least once a week.
$2. 50 and up Trailers and residences
minimum charge of $2.50 monthly with minimum
"pick-up" twice weekly.
$4. 00 and up Business places
minimum charge of $4. 00 monthly with minimum
"pick-up" twice weekly and dependent upon
amount of garbage to be removed.
$10. 00 and up Trailer Parks
minimum charge of $10.00 monthly dependent
upon size of park and number of trailers.
