RESOLUTION NO. 253 -1993
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, OPPOSING OFFSHORE OIL
DEVELOPMENT IN THE FLORIDA KEYS.
WHEREAS, the Board of County Commissioners of Monroe County,
Florida, is an elected board dedicated to the well-being of the
populace, economy, and environment of the Florida Keys; and
WHEREAS, the United States Department of the Interior has
negotiated 73 leases for oil development in the Gulf of Mexico,
some of them as close as twenty-five miles from Key West and the
Dry Tortugas; and
WHEREAS, these leases could be opened for development by
nine oil companies when the current Congressional drilling ban
expires October, 1993; and
WHEREAS, it has not been demonstrated that oil exploration
and development activities can proceed without risk of pollution
to the fragile living coral reefs, mangroves and seagrass beds of
the Florida Keys and Everglades; and
WHEREAS, it is evident that a national energy policy is
needed which promotes the use of energy sources other than fossil
fuels which contribute to the greenhouse effect and are subject
to depletion within the
decade given current
consumption
patterns; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
1. The Board is unanimously opposed to offshore oil
exploration and development in areas affecting the irreplaceable
marine environment of the Florida Keys and Everglades.
2. The Board is specifically opposed to the development of
73 oil leases currently held by nine oil companies, and support
the Fiscal Year 1994 Interior Appropriations Bill which would
extend the current Congressional drilling ban.
3. Further, the Board supports legislation introduced by
Congressman Porter Goss and others as HR 583 and HR 584 providing
for the federal buy-back of the existing Florida leases.
4. The Board urges President Clinton, Secretary of the
Interior Bruce Babbit, Governor Lawton Chiles, Senators Connie
Mack and Bob Graham, and Congressman Peter Deutsch to provide
permanent protection to our surrounding waters from oil
exploration and development.
5. The Board calls upon these leaders of our country to
develop a national energy policy which provides non-polluting,
environmentally safe alternatives to the depletion of fossil
fuels.
6. The Clerk of the Board is hereby directed to forward
certified copies of this resolution to President Clinton,
Secretary of the Interior Bruce Babbit, Senators Connie Mack and
Bob Graham, Congressman Peter Deutsch, Governor Lawton Chiles,
Representative Ron Saunders, and Senator Darryl Jones.
PASSED AND ADOPTED by the Board of County Commissioners
Monroe County, Florida, at a regular meeting of said Board
on the 16th day of June , 1993.
