RESOLUTION 255 -1993
A RESOLUTION OF THE MONROE COUNTY BOARD OF
COMMISSIONERS AUTHORIZING THE PREPARATION AND
SUBMISSION OF A GRANT APPLICATION TO THE FLORIDA
HOUSING FINANCE AGENCY (FHF A) FOR FEDERAL HOME
INVESTMENT PARTNERSHIPS (HOME) PROGRAM FUNDS AND
DIRECTING THE EXECUTION OF APPLICATION DOCUMENTS BY
THE APPROPRIATE COUNTY AUTHORITIES.
WHEREAS, the Florida Housing Finance Agency (FHF A) has been designated the
State of Florida's agency for the administration ofU.S, Department of Housing and Urban
Development HOME Program funds for eligible non-participating jurisdictions~ and
WHEREAS, Monroe County is an eligible non-participating jurisdiction for
competitive HOME funds up to $1,470,OOO~ and
WHEREAS, within the County's Land Use Plan and Rate of Growth Ordinance,
there is a need for affordable housing; and
WHEREAS, the HOME Program provides for Home Ownership strategies~ and
WHEREAS, the County's Local Housing Assistance Plan's (SHIP) Housing Goals
are met through the implementation of a HOME Program; and
WHEREAS, it is recognized that FHF A has not published a final rule, and it is
necessary for an eligible non-participating jurisdiction to hav~ an aPmicat~n with

NOW, THEREFORE, BE IT RESOL VED
Commissioners of Monroe County, that

1. The Monroe County Housing Authority (MCHA) prepare' a HoME Program
application for review and submittal on behalf of Monroe County for meeting the
housing goals of first-time home buyers and addressing the need where applicable of
substituting existing substandard trailer/mobile homes to standard home ownership,
and
2. MCHA is to prepare said application in coordination with the Monroe County Land
Authority and Growth Management Division of Monroe County. The County
Administrator shall execute any required documentation on behalf of the County as
an applicant, and
3. Locally required grant matching funds and initial administrative costs shall be
requested through the Monroe County Land Authority in accordance with the
enabling legislation and present FHF A HOME Program restrictions, and
4. This resolution shall become effective immediately upon adoption by the
Commission and execution by the Presiding Officer and Clerk.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe
County, Florida, at a regular meeting of said Board held on the 6th day of
July , A.D. 1993.
