RESOLUTION NO. 258h-1993
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, OPPOSING THE IMPOSITION OF ANY
TAXES UPON MONROE COUNTY FOR THE PURPOSE OF PAYING FOR
THE CLEAN UP OF THE EVERGLADES AND SOUTH FLORIDA BAY
AND REQUESTING THAT THE SOUTH FLORIDA WATER MANAGEMENT
DISTRICT CHARGE THE SUGAR GROWERS IN THE AREA FOR THE
FULL COSTS OF SAID CLEAN UP WITH RESPECT TO THE
POLLUTION THAT HAS BEEN CAUSED BY THEM.
WHEREAS, it has been recently proposed by the South Florida
Water Management District that taxes on the residences of the
several counties within the District shall be increased by the
sum of $23,000,000 a year to pay for the costs of clean up of the
Everglades and South Florida Bay; and
WHEREAS, this attempt by the District to impose this
obligation upon the residences of the several counties is an
attempt to shift the responsibility of the sugar growers of the
Lake Okeechobee region to the urban taxpayers of the several
counties when the clean up

WHEREAS, the attempt to shift the responsib:i;lity 0Ji the

sugar growers to the citizens of the several countL~s comp~sing
the District by the government of the District is wrongful and
inappropriate;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows:
1. The Board will oppose the imposition of any taxes upon
Monroe County for the purpose of paying for the clean up which in
law and equity should be the obligation of the sugar growers who
have utilized the waters of the Everglades as their own private
property for a period of years and have created the pollution
problem to being with.
2. Monroe County requests and demands that the South
Florida Water Management District charge the sugar growers in the
area the full costs of operating and maintaining the water
delivery and drainage system that benefits them and simultane-
ously require them to pay for the costs of the clean up and
restoration of the area with respect to the pollution which has
been caused by them over the years.
3. The Clerk of the Board is hereby directed to forward a
certified copy of this Resolution to the South Florida Water
Management District.

Monroe County, Florida, at a regular meeting of the Board held on
