RESOLUTION NO. 292 -1993
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, DIRECTING THE ANIMAL CONTROL
MANAGER TO WAIVE THE COLLECTION OF ALL CHARGES EXCEPT
VACCINATION COSTS IN THE EVENT OF EXTENUATING
CIRCUMSTANCES INVOLVING THE AGE, STATE OF HEALTH, OR
FINANCIAL INABILITY OF ANIMAL OWNERS.
WHEREAS, On occasion Monroe County Animal Control Officers
encounter circumstances involving a pick up or housing of pets of
poor or sick individual under extenuating circumstances, and
WHEREAS, in those circumstances the owners of these animals
are unable or cannot afford to pay the various fees and charges
imposed, and
WHEREAS, as a compassionate reaction to these hardships, the
staff of Animal Control have on numerous occasions paid the
charges and fees out of their own pockets because they felt it
would be barbarous and inappropriate to euthanasially kill the
animals in question because the caring master could not advance
the money necessary to satisfy the charges, and
WHEREAS, the Board of County Commissioners desires to
facilitate a circumstance
to obviate
this problem,
now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that the County Administrator, is hereby
directed to waive
the collection of
all charges
except
vaccination costs in the event of extenuating circumstances
involving the age, state of health, or financial inability of the
animal's owner, which shall be determined pursuant to an
affidavit sworn by the animal's owner on a form approved by the
BOCC as Exhibit A attached to this Resolution wherein the
animal's owner attests to the inability to pay the charges
without substantial hardship to the owner or owner's family.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida at a regular meeting of said Board held on
