According to the ordinance adopted by the Board of County Commissioners, proposed change orders are to be presented to members of the Board of County Commissioners prior to approval, assuming they are within the Administrator's prescribed limits. L. Porter on Proposal Request No. 26, extending the D.O.H. sewer from its planned tie in location to the building. 1. lbis Proposal Request was issued because the Monroe County site work will be complete before D.O.H. starts, and installing the line later will require cutting and patching the new asphalt. This will result in an unsightly situation. 2. Monroe County will receive a better job if this work is completed now. 3. This work is cheaper if done now because future asphalt patch work will be avoided. 4. The work is required. 5. The work was planned under the D.O.H. contract, but the later timing of their work necessitates proceeding now under the County contract. 6. The pricing is fair. It is my opinion that trenching underground is the only viable option at this point. The plans call for existing utility poles to be relocated; however, in doing so the following problems occur: 1. The existing telephone and cable lines are strung on utility poles owned and maintained by FKEC along the west property line from Highpoint Road to the rear of the property. These poles are scheduled to be removed because FKEC is currently re-routing their service to the neighborhood underground along Highpoint Road across the front of the property rather than around and through the property overhead. 2. There are only two existing utility poles located along the rear property line owned and maintained by Bell South. Both of these poles would need to be relocated and several additional poles would need to replace the existing FKEC poles along the west property line to bridge the gap up to Highpoint Road. All existing utility poles are wood, which would not be salvageable. Concrete poles would need to replace all wood poles. 3. It is my understanding that Bell South will not allow Comcast to attach to their poles because, they are competitors; therefore, separate utility poles would be required for each company. 4. Easements across the property would need to be granted to the utility companies along overhead lines. 5. Above ground lines and easements will interfere with trees in the hammock. This Proposal Request was issued because the Monroe County site work will be complete before D. 0 .H. starts, and installing the line later will require cutting and patching the new asphalt. This will result in an unsightly situation. 2. Monroe County will receive a better job if this work is completed now. 3. This work is cheaper if done now because future asphalt patch work will be avoided. 4. The work is required. 5. The work was planned under the D.O.H. contract, but the later timing of their work necessitates proceeding now under the County contract. 6. The pricing is fair.
