ITEM BACKGROUND:
In accordance with section 197.3632, Uniform method for the levy, collection, and enforcement of
non-ad valorem assessments, this special meeting of the BOCC is being held to adopt a resolution
imposing the final assessment rates, and to approve the non-ad valorem assessment roll for certification
to the Monroe County Tax Collector.
Ordinance 027-2003 enacted on July 15, 2003 authorized special assessments to fund the cost of
wastewater treatment capacity.
On July 14th 2004 the BOCC adopted Resolution 261-2004 (Initial Assessment Resolution) describing
the method of assessing the cost of wastewater capacity against certain properties on Stock Island;
directing preparation of the preliminary non-ad valorem Assessment Roll, and publication of the notice
required by the Ordinance.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA,
RELATING TO THE PROVISION OF WASTEWATER
CAPACITY; IMPOSING ANNUAL WASTEWATER
ASSESSMENTS; APPROVING THE NON-AD VALOREM
ASSESSMENT ROLL; PROVIDING FOR COLLECTION
OF THE WASTEWATER ASSESSMENTS; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Board of County Commissioners (the "Board") of Monroe
County, Florida, enacted Ordinance No. 027-2003 on July 15,2003 (the "Ordinance"), to
authorize the imposition of special assessments to fund the cost of wastewater treatment
capacity; and
WHEREAS, on July 14, 2004, the Board adopted Resolution No. 261-2004 (the
"Initial Assessment Resolution"), describing the method of assessing the cost of
wastewater capacity against certain property located on Stock Island, and directing
preparation of the preliminary Non-Ad Valorem Assessment Roll and publication of the
notice required by the Ordinance; and
WHEREAS, pursuant to the provisions of the Ordinance, the County is required
to confirm or repeal the Initial Assessment Resolution, with such amendments as the
Board deems appropriate, after hearing comments and receiving objections of all
interested parties; and

WHEREAS, the Non-Ad Valorem Assessment Roll has heretofore been filed
with the office of the County Administrator, as required by the Ordinance; and
WHEREAS, prior to adoption of the Initial Assessment Resolution, notice of the
public hearing held on the date hereof was mailed to each property owner that could
connect to the KW Resort Utilities Corporation's vacuum wastewater system, an affidavit
of mailing being attached as Appendix A to the Initial Assessment Resolution; and
WHEREAS, as required by the terms of the Ordinance, notice of the public
hearing held on the date hereof was published, a proof of publication being attached as
Appendix A to this Resolution; and
WHEREAS, a public hearing was held on the date hereof and comments and
objections of all interested persons have been heard and considered as required by the
terms of the Ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, AS FOLLOWS:
SECTION 1.
AUTHORITY. This Resolution is adopted pursuant to the
Ordinance, Chapter 125, Florida Statutes, and other applicable provisions of law.
SECTION 2.
DEFINITIONS. This Resolution is the Final Assessment
Resolution as defined in the Ordinance. All capitalized terms in this Resolution shall
have the meanings defined in the Ordinance and the Initial Assessment Resolution.
SECTION 3.
CONFIRMATION OF INITIAL ASSESSMENT
RESOLUTION. The Initial Assessment Resolution is hereby ratified and confirmed.
SECTION 4.
APPROVAL OF NON-AD VALOREM ASSESSMENT
ROLL. The Non-Ad Valorem Assessment Roll, a copy of which is attached hereto as
Appendix B, is hereby approved.
SECTION 5.
WASTEWATER ASSESSMENTS.
(A) The Tax Parcels described in the Non-Ad Valorem Assessment Roll are
hereby found to be specially benefited by the provision of wastewater capacity in the
amount of the annual Wastewater Assessment set forth in the Non-Ad Valorem
Assessment Roll. The methodology for computing annual Wastewater Assessments
described in the Initial Assessment Resolution represents a fair and reasonable
apportionment of cost among the Tax Parcels receiving the special benefit and is hereby
approved. Annual Wastewater Assessments computed in the manner described in the
Initial Assessment Resolution are hereby levied and imposed on all Tax Parcels described
in the Non-Ad Valorem Assessment Roll at the rate and for the term designated for each
Tax Parcel in the Non-Ad Valorem Assessment Roll attached hereto Appendix B. The
initial annual Wastewater Assessment will be included on the ad valorem tax bill to be
mailed in November 2004.
(B) Pursuant to the Uniform Assessment Collection Act and the Ordinance, the
Wastewater Assessments shall constitute a lien against assessed property equal in rank
and dignity with the liens of all state, county, district or municipal taxes and other non-ad

valorem assessments. Except as otherwise provided by law, such lien shall be superior in
dignity to all other prior liens, titles and claims, until paid. The lien shall be deemed
perfected upon adoption by the Board of the this Final Assessment Resolution or an
Annual Assessment Resolution and shall attach to the property included on the Non-Ad
Valorem Assessment Roll as of the prior January 1, the lien date for ad valorem taxes.
SECTION 6.
COLLECTION OF WASTEWATER ASSESSMENTS.
The Wastewater Assessments shall be collected pursuant to the Uniform Assessment
Collection Act. Upon adoption of the Annual Assessment Resolution for each Fiscal
Year, the County Administrator shall cause the certification and delivery of the Non-Ad
Valorem Assessment Roll to the Tax Collector by September 15, in the manner
prescribed by the Uniform Assessment Collection Act.
SECTION 7.
EFFECT OF FINAL ASSESSMENT RESOLUTION.
The adoption of this Final Assessment Resolution shall be the final adjudication of the
issues presented herein and in the Initial Assessment Resolution (including, but not
limited to, the reasonableness of the legislative determination of special benefit and fair
apportionment to the assessed property; the reasonableness of the method of
apportionment; the enforceability and accuracy of the calculation of the initial rate of
assessment and the preparation of the initial Non-Ad Valorem Assessment Roll; and the
validity and enforceability of the lien of the annual Wastewater Assessment), unless

proper steps are initiated in a court of competent jurisdiction to secure relief within 20
days from the date of Board action on this Final Assessment Resolution.
SECTION 8.
ASSESSMENT NOTICE. The County Administrator IS
hereby directed to record this Resolution as notice of the Wastewater Assessments in the
Official Records Book in the office of the Monroe County Clerk of Courts. The
preliminary Non-Ad Valorem Assessment Roll and each annual Non-Ad Valorem
Assessment Roll shall be retained by the County Administrator and shall be available for
public inspection.
SECTION 9.
EFFECTIVE DATE. This Resolution shall take effect
immediately upon its adoption.

County, Florida, at a special meeting of the Board held on the 11 th day of August, 2004.

A new vacuum collection system has the
City of Ocean Shores shouting 'Eureka!'

For the City of Ocean Shores, Wash., creative
financing and alternative collection system tech-
nolobry were combined to resolve this beach com-
munity's wastewater collection and treatment prob-
lem. From February 1998. when design authorization
was approved, to November 1999, when construc-
tion was completed. nearly 80 mi (130 km) of vacu-
um pipelines were installed, making wastewater ser-
vice available to the whole city.
Collection System Woes
Ocean Shores stretches 8 mi (13 km) along a flat
peninsula bordered by the Pacific Ocean on the
west and Grays Harbor on the east. With most of the
city just above sea level and an annual rainfall
between 8S to 100 in. (2200 to 2S00 mm), ground-
water sometimes reaches grade or just slightly
below. By the 1990s, the high water table was thwart-
ing the city's conventional septic systems from pro-
viding adequate treatment. New development
required mound septic systems that cost between
$]()OOO and $lS000 each. As the city grew, the sur-
face water continued to deteriorate, and the Grays
Harbor County Health Department considered a
construction moratorium because of the septic sys-
tems' influence on the city's 60 mi (100 km) of canal
and lake waterfront.
In 1990, recognizing a growing collection system
problem, Ocean Shores had researched the possi-
bility of extending the existing gravity pipe and
pump station collection system. However, a $90

Investigating shallow collection system alterna-
tives, the city found that vacuum collection sys-
tems offered more advantages than step or grinder
systems in cases where a municipality. not inclivid-
ual homeowners, was providing maintenance. A
vacuum system has a single central vacuum sta-
tion in each area and a gravity pipe from the home
to the collection system, located entirely in the pub-
lic right of way. In 1992. the first vaCUUIll system in
Ocean Shores was built by a private developer at the
city's suggestion and deeded over to the city for
operation. The first system's reliability and opera-
tor friendliness demonstrated that a vacuum col-
lection system was best for the city.
A larger municipal vacuum system was installed
in 1995, financed as a local improvement district
(LID) at a cost of less than $4000 per residential lot
for engineering and construction. As a result of the
1995 project, the city developed a conceptual plan
of how to provide wastewater service to the exist-
ing unpiped area of Ocean Shores. However, the
city needed to resolve timing and funding issues
before implementing the new collection system.
In the plan, the city scheduled a construction
project to convert the Ocean Shores Wastewater
Treatment Plant from a lagoon system to an oxida-
tion ditch. The city then would extend the con-
struction schedule to install the new collection sys-
tem in phases over 7 years. This extended
construction created ~ funding dilemma when trying

sure o[ the contained environment of the collec-
tion system. The system includes a valve pit that
serves one to [our residences and the collection
piping and division valves that tie to a central vac-
uum station. which tllt'n semis the wastewater to a
treatment [acility or gravity interceptor leading to
the treatment [acility (see Figure I, above). After
entering the system, the wastewater only is exposed
to the open air when discharged from the force
main. never coming in contact with the system
operators.
Valve pit, The valve pit interfaces with the resi-
dences being served by the vacuum pipe. Flow trav-
els [rom the residences by gravity through a con-
ventional side pipe to the pit, where it accumulates
to approximately 10 gal (40 L). As the wastewater
level in the pit rises, it will pneumatically activate the
valve to the vacuum system - the valve remains
open to the system for up to 10 seconds. The fluid
is forced into the collection piping, along with atmos-
pheric air from pipe vents until the valve doses. The
fluid and air mix. and the mixture passes through the
valve. traveling at approximately 18 ft/s (5 m/s).
This fluid and air mixture is similar to the foam cre-
ated inside a soda bottle after it has been shook. The
air is driven so fast through the pit that a second air
intake vent is required on the house-side pipe to pre-
vent the house p-traps on fixture drains from emp-
tying (see Figure 2, below). The p-trap is the designed

Collection piping. The collection piping is sized
to convey the flow frolll the valve pit to the vacu-
um station. ;\s the number of pits contributing to
flow increases. the line size will increase. Typical
line sizes are 4 in. (100 Hnn) at the extremities of the
system and a maximum of 10 in. (250 nun) at the
vacuum station (see Figure :~. above). A gravity
system uses the fall 01 the pipe to maintain clean-
ing velocities, whereas a vacuum system uses the
pulsing high velocity expansion of air in the vacu-
um to create the fast moving foam that keeps pipes
clean. However. the vacuum collection system
does rely on gravity to advance wastewater flows
toward the vacuum station when the pit valves
have closed. On level ground. the vacuum lines
are installed at shallow depths with :~ to 5 [t (0.9 to
1.5 m) of cover. The pipe is constructed with a
O.2'X, slope, with a "lift" installed approximately
every 500 It (150 m). This lift is a grade break that
uses a small section of pipe and bends to raise
the grade back up and again start a long slope
down at O.2'X, grade to the next lift, repeating until
the pipe enters the vacuum station.
The wastewater collects at the base of the lift until
a burst of expanding air from open-pit valves lifts the
wastewater up and over the lift. Once over the lift.

lift is encountered. The energy to pass each lift is a
design restriction that is calculated into the sys-
tem's total eneq...'Y demand and must be "paid" at the
vacuum station during operation. Although trans-
porting the flow with these lifts uses eneq.,'Y. the
line depth remains relatively shallow. resulting in eas-
ier and less expensive construction. The cost of the
mainline pipes is more comparable to the installa-
tion cost of domestic water systems. Placing the
lifts advantageously to cross shallow water mains
and culverts can be made part of the design grade
without affecting the overall performance. The lift-
and-run concept creates a saw-toothed profile that
can convey flow uphill by shorter runs between the
lifts. although uphill transport is a demand on the
available system energy (see Figure 4, p. 3). The
division valves are placed at branch lines and inter-
mediate lengths to allow isolation of line segments
for maintenance and location of line breaks or pit
valve malfunctions.
Central vacuum station. The vacuum station is
similar to a conventional wastewater lift station
with the addition of vacuum pumps (see Figure S,
above). These stations are typically at grade and use
a large tank to receive wastewater from the collec-
tion system instead of a below grade wet-well. The

wastewater enters the tank near the top. Vacuum
pump suctions are mounted on the top of the tank
and conventional centrifugal wastewater pump suc-
tions are drawn from the bottom of the tank. The
receiving tank liquid elevation is controlled to acti-
vate the wastewater pumps to withdraw flow with-
out allowing the vacuum suctions to take in liquid.
The vacuum pumps provide the operating ener-
gy of the system. When the vacuum pumps are
off. the receiving tank normally operates at :W in.
(SOH mm) of mercury. As the valve pits force air into
the system and the pressure rises to 16 in. (406 mm)
of mercury. the pumps start. This energy oper-
ates the interface valves in the pits and provides
all the energy to raise wastewater in the collection
line lifts. There are no energy requirements at the
residences - no power meters, pumps, alarm
lights, or horns - similar to gravity service.
Reliability is ensured by an onsite emergency gen-
erator at the vacuum station.
Project Costs and Results
The vacuum collection system was completed by
the end of November, costing approx-
imately $37.1 million (see Figure G, left).
The aggressive 19-month design and
construction schedule was developed
and achieved because of the teamwork
and cooperative atmosphere fostered
and maintained between all involved in
this project.
