Dear Mayor Nelson:
Based upon my recent visit to the Florida Keys. 1 have become acutely aware of the
pressing need to address the issue of hurricane evacuution in the Florida Keys. Therefore, I om
requesting your assistance in addressing this issue on a comprehensive coulltywide hasis. I am
establishing a working group of elected oflicials from each local governmcnt in theFlorida Keys
and I need you to identify the elected ollicial that will represent your local government.
I am establishing this working group for several reaSOns:
(I) The issue of hurricane evacuation continues to be a n1ajor concern. to the Departmcnt
because the Florida Keys are approuching the 24-hour standard tor hurricane
evucuntion clearance time. This conclusion is based upon use ofthe Miller hurricane
evacuation model which likc most models hn., assumptions that affect its output I
want to make sure that you understand the Wlderlying bases of these assumptions.
(2) Redevelopment of existing urban area, is occurring at a rapid pace. L(lcal
govenllnents do not have a unified approach to assessing building permit equivalency
ratc~ with rc:gurd to the redevelopment of lransient and non-transient projects. The
Department is concerned that redeveJopment without appropriate l'escareh and
phuUling may exacerbate the clearance time required lor evacuation.
(3) The Governor and Cabinet have instructed severall.ocaJ governments in the Florida
Keys to complete a comprehcnsive analysis of hurricane evacuation issues and

look at recent improvements in hurric..me for~ci.l~ting and the use of Transportation
Systcm Management options.
To address tJlis issue, I am rcquesting your cooperation in establishing a working
group. composed of elected officiuls representing euch local government within the
Florida Keys, supported by DCA staff. to carry out the /(.lllowing tasks:
a. Understund and evaluate the assumptions inherent in the Miller hurricane
evacuation model;
b. Address the building permit equivalency i:S!lue;
c. Address "improved" hurricane forecasting;
d. Consider implementing appropriate Transpm1ution System Management
(TSM) options to reduce hurricane evtlcl.1ation clearance time.
Plcase forwurd to me at your earliest convenience the name of the e1ectcd otlicial
that will represent your local government. I would like to hold the fIrst meeting in
Septembci' and conclude the meetings with a final report no Il:lter than March 31, 2005.
