Resolution 019-1979 RESOLUTION NO.19 -1979 WHEREAS, the State of Florida Department of Transportation proposes to widen segments of S.R. 5 (U.S.l) between Big Pine Key and Lower Matecumbe; traffic lanes will be increased to l2-feet and 10-foot shoulders will be constructed (4-feet paved, 6-feet grassed); Project Nos. 90030-3527 and 90050-3514, and WHEREAS, it is necessary for the Board of County Commissioners of Monroe County, Florida, to approve said project, and WHEREAS the Department of Transportation has provided the Board with sketches describing the proposed construction, and WHEREAS, the State of Florida Department of Transportation has filed an application for a dredge-fill permit from the State of Florida Department of Environmental Regulation, and WHEREAS, a biological survey study has been made by the De- partment of Environmental Regulation, and a copy of said report has been read into the records and duly considered at a public meeting of the Board, and WHEREAS, the Board of County Commissioners of Monroe County, Florida, has determined that the issuance of a dredge- fill permit will not be contrary to the public interest, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that the Board endorses the State of Florida Department of Transportation proposal to widen seg- ments of S.R. 5 (U.S. 1) between Big Pine Key and Lower Mate- cumbe; traffic lanes will be increased to l2-feet and 10-foot shoulders will be constructed (4-feet paved, 6-feet grassed), Department of Transportation Project Nos. 90030-3527 and 90050-3514 as shown in the proposed permit drawing and has entered the biological survey as shown in the attached report into the records of a public meeting. Traffic lanes would be increased to 12 ft. and a 10 ft. wide shoulder created, of which 4 ft. would be pa- ved and 6 ft. grassed. Clearing and grubbing are limited to 18 ft. from the edge of the pavement. Fill will be supplied by the contractor; dump trucks, cranes, bulldozers and other road building equipment will be used for construction. Approximately 1600 ft. of the project will be below MHW. Slopes will vary from 4:1 to 6:1 resulting in fill extending a maximum of 50 ft. from centerline of highway. The project is located on Long Key, along either side of U.s. #1. Long Key is connected to other islands by bridges and the mainland by U.S. #1. The island has upland tropical h~mmocks, low-lying transitional zones, dense red mangrove (Rhizophora mangle) forests and fringes and shallow surrounding wetlands. Offshore waters are generally shallow with substrate varying from rock with algal communities to dense seagrass communities. Development is limited to: a-trailer park on Fiesta Key at the east side of Long Key, ~he small city of Layton, a state park, a trailer park and condominium on the west side of the island. The proposed project can be divided into the following three areas ~f work: Station No. 374 to Station No. 390, south- west of Layton: Station 445 to Station 492, northeast of Layton; Station No. 525 to Station No. 545 on the far east side of Long Key. Howland Decemb~r 21, 1978 Page (2) Monroe County, File No. 44-10156-5E The south side of the highway from Station No. 374 to 390 has has the growth trimmed back and mowed so grass provides ground cover. The toe of the proposed slope. will extend a maximum of 25 ft. from the edge of the pavement. The vegetation within this area was limited to small black mangrove (Avicennia germinans) shoots, Distichlis sp. and Borrichia sp. Beyond the work area is a stand of large black mangroves. From the start of the pro- ject on the north side of the highway, from Station 374 to Station 379, there is a pond, 120 ft. wide, with water 35 ft. from the edge of pavement. White mangrove (Laguncularia racemosa) and red mangrove were the dominant vegetation between the pond and the road with Borrichia spp. present landward of the mangroves. Station No. 379 to Stafion No. 390, on the north side of the highway, is primarily transitional zone with some isolated small ponds outside the project area. Buttonwood and other unidentified shrubby species vegetated the fringe at the toe of the road embackment. The second section of the proposed project extending from Station No. 445 to Station 492 (exception Station No. 459 to Station No. 468) involves filling transitional zone and wetlands on the south side of the highway only. The side of the road is trimmed and mowed for, approximately, 20 ft. from the edge of the pavement. Red and blaak mangroves will be affected at the waterward extreme of the fill from Station No. 445 to Station 459, but the area is separated from direct normal tidal flow by a natural berm along the shoreline. The shoreline runs on a S-SW diagonal to U.S. #1 from Station No. 459. Between Station 459 and Station 468, the proposed project will involve uplands not subject to Department review. The area between Stations #468 and #492 is a red man- grove fringe along the shoreline. Inland, toward the highway, . it grades into black mangrove and a few buttonwood.~ The project would affect the landward fringe of black mangrove. ~ ~ The last project area involves filling transitional zone and wet- lands on the north side of U.S. #1 from Station #525, which is 450 ft. west of entrance to Fiesta Key KOA, to Station #545. This roadside, also has the bushes trimmed back and the banks mowed for approximately 20 ft. from the edge of the pavement. The area between Station #525 and the park entrance is transitional zone. Borrichia spp. and Brazilian pepper will be affected by the fill, which will come just to the landward edge of the black mangrove fringe along the shoreline. Station # 530 to #540 is vegetated by Brazilian pepper within the work area and red mangroves water- ward. U. S. #1 has a steep bank at Station #540 anq begins curving at Station #542. Brazilian pepper on the upper part of the embank- ment and tidal red mangroves below will both be affected by the fill between Stations #540 to #544. Continued . Monroe County, File No. 44-10156-5E The work areas are located either away from open navigqble water or sufficent fringe and buffer vegetation will remain so that highway runoff won't affect water quality of adjacent waters. Overall, the project will have an insignificant impact. Under the provisions of Section 253.124, Florida Statutes, this report shall be read into the record and duly considered at the same meeting at which the Board of County COlrumissioners or other authorized body takes final action on the application for local approval. S. #1 from Big Pine Key to Bahia Honda Key as a highway safety improvement. Traffic lanes would be increased to 12 ft. and a 10 ft. wide shoulder created, of which 4 ft. would be paved and 6 ft. grassed." "Clearing and grubbing are I imited to 18 ft. from the edge of the pavement. Fill will be suppl ied by the contractor; dump trucks, cranes, bulldozers and other road building equipment will be used for construction." "Approximately 1600 ft. of the project will be below MHW. Slopes wi 11 vary from 4:1 to 6:1 resulting in fill extending a maximum of 50 ft. from center- line of highway." liThe project is located alo.ng either side of U. S. #1, from Big Pine Key to Bahia Honda Key. U. S. #1 runs from the mainland to Key West and is the only means of vehicular access through the Keys. The general area surrounding the project is part of a chain of islands with upland subtropical hammocks, low transitional zones and wetlands. Adjacent waters are shallow witha number of natural channels occurring between Keys. Development of the aree is sl ight, being primarily highway throughway and camping areas." . liThe proposed project can be divided into three (3) areas by Key: Big Pine, Spanish Harbor and Bahia Honda." liOn Big Pine, 4200 ft. of transitional and wetland will be affected on the S. W. side of U. S. #1 and on 'the NE side, 3300 ft. of transitional zone and wetland will be affected. The project begins at D.O.T. Station #1208 which is 500 ft. SE of the entrance to Parks Banks borrow pit. Here, the first 900 ft. of project involves filling wetlands and transitional on the SW side of U. S. #1. At the toe of the slope is buttonwood (Conocarpus erecta), Borrichia sp., Monanthochloe sp. and various grasses. Behind this 1 ine of transitional zone species are large black mangroves (Avicennia germinans) and behind them, small black mangroves. There was water at 36 ft. from the File No. 44-10157-5E December 22, 1978 Page two centerl ine at station #1211 and by station #1221 the water was back to 50 ft. This is not direct tidal water, but, rather, pools of rainwater or brackish water. The side of the road has been, and is kept, cleared and mowed for a distance of approximately 40 ft. from the center 1 ine. The same general con- ditions exist from Station #1208 to #1250 on the SW side of the highway. Along the NE side of U. S. #1, the project begin~ at'station #1~17 and extends to station #1250. The shoulder and embankment are trimmed and mowed.with transition zone species such as buttonwood' and Borrichia spp., along a line where mowing stopped. Behind the fringe of transition zone species areblack mangroves. This section of the project, from station #1217 to #1250 on the NE side of U. S. #1, is all wetlands beyond the toe of the embankment. These wetlands are not intertidal except for mosquito ditches. Some ponds retain some water year around but the area generally is dry during the dry season." liThe second section of the proposed project is on Spanish Harbor Key. There is 2500 ft. of transitional zone and wetlands affected north of U. S. #1 and 900 ft. of transitional zone affected south of U. S. #1. The embankment is kept mowed so only grasses and forbs are establ ished. Transitional zone is the greatest area affected and is vegetated by buttonwood, Borrichia spp. and Distichlis sp. A non-tidal pond, North of U. S. #1, between Station Nos. 48 and 49, and adjacent wetlands, would be filled for a distance of approxi- mately 15 ft. from the south shorel ine. The pond is nonvegetated; the sub- strate being fine flocculant material. There is an area of red Ol.Jngrovcs (Rhizophora mangle) from station 51 to 55 that will be'affected along the .landward edge but the area is non-tidal in the work area. Station number 57 to 66 south of U. S. #1 is transitional zone vegetated by a ground cover of dense Borrichia Spp." liThe 1 ast proj ect site is 4100 ft. on Bah i a Honda Key, of wh i ch 1800 ft. south of the highway and the full 4100 ft. north will be affected. Fill ing on the north side of the highway will affect the landward fringe of buttonwood, black mangroves and red mangroves. The waterline varies in its proximity to the road and the water controls the vegetation; therefore, the vegetation type most affected along this course of the project will vary between red/black mangroves and buttonwood. South of the highway, from station #199 to Station #208, an outer fringe of buttonwood will be affected by fill and waterward of the buttonwood, black mangrove and white mangrove (laguncularia raeemosa). The remaining section of the project south of the highway has wider, elevated upland." "The work areas are located away from open, navigable water so that runoff 'tJill adequately filter and stabilize. _ Also with grubbing and clearing being 1 imited to 18 ft. from paveme~t edge, there will be a buffer fringe remaining in most of the area. Overall, the project will have an insignificant impact." Under the provisions of Section 253.124, Florida Statutes, this report shall be read into the record and duly considered at the same meeting at which the File No. 44-10157-5E December 22, 1978 Page three Board of County Commissioners or other authorized body takes final action on the application for local approval.
