Key West, Florida
A Special Meeting of the Monroe County Board of County Commissioners convened at
5:05 P.M., on the above date at the Harvey Government Center. Present and answering to roll
call were Commissioner Charles "Sonny" McCoy, Commissioner George Neugent, Commissioner
David P. Rice, Commissioner Dixie Spehar and Mayor Murray E. Nelson. Also present were
Isabel C. DeSantis and Pamela G. Hancock, Deputy Clerks; John R. Collins, County Attorney;
James L. Roberts, County Administrator; County Staff, members of the press and radio; and the
general public.
All stood for the Invocation and Pledge of Allegiance.
ADDITIONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections, or Deletions made to the Agenda.
MISCELLANEOUS
James L. Roberts, County Administrator updated the Board concerning the current status
of Hurricane Charley.
PUBLIC HEARING
A Public Hearing was held to consider adoption of a Resolution concerning the South
Stock Island Wastewater Assessment Program. Monroe County Bond Counsel, George
Nickerson of the firm Nabors, Giblin & Nickerson addressed the Board. There was no public
input. Motion was made by Commissioner McCoy and seconded by Commissioner Spehar to
adopt the following Resolution relating to the provision of wastewater capacity; Imposing annual
wastewater assessments; Approving the non-ad valorem assessment roll; Providing for collection
of the wastewater assessments; and providing an effective date. Motion carried unanimously.

PRESENTATION BY URS
1. David Burgstiner, PE representing URS Corporation made a power point presentation
of the South Stock Island Sewer System Evaluation Preliminary Results, dated August 11,2004.
The following individuals addressed the Board: Ken Williams, representing CH2MHill; William
Smith, representing KW Resort Utility; Ed Castle, representing Weiler Engineering; Ross
Murphy, Debra Richardson, Carolee McReynolds, and Bill Barry, representing KW Resort Utility.
No official action was taken.
There being no further business, the meeting of the Board of County Commissioners was
adjourned.
