Resolution 133-1979 RESOLUTION NO. 133-1979 RESOLUTION ESTABLISHING MONROE COUNTY'S NEED AND INTEREST IN THE U.S. NAVAL BASE PROPERTIES LOCATED IN MONROE COUNTY, FLORIDA, PRESENTLY BEING ADMINISTERED BY THE LOWER KEYS AND KEY WEST DEVELOP- MENT CORPORATION. WHEREAS, the County of Monroe and the City of Key West previously joined in the operation of The Lower Keys and Key West Development Corporation for redevelopment of the Naval Base in Key West, Florida, and WHEREAS, the said Corporation will terminate as of June 30, 1979, and WHEREAS, the City of Key West did individually establish its own development commission due to the pending termination of the Corporation, and WHEREAS, the Board of County Commissioners of Monroe County did request the City of Key West to continue a mutual effort for the redevelopment, but said request was refused, and WHEREAS, the development of the U. S. Naval properties are important and vital elements to the City and County jointly, and WHEREAS, the health and economic welfare of Monroe County will be affected by the disposition of said Naval properties, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: 1. That the United States Government, G.S.A. and all other governmental agencies involved in the disposition of the U. S. Naval Station located in Key West, Monroe County Florida, are hereby advised that the County is interested in the development of said properties, and that until a mutual/ joint effort can be established again between the City of APPROVED ON__~' S - '\ \ .... PAGE fJ ~ t) BOOi.t~ __~__ . , --- 4-~ Key West and Monroe County that any action on the part of the City of Key West does not, and is not, to be assumed to have the approval or concurrence of the County of Monroe. 2. Further, that the County of Monroe shall establish its own organization and/or representative in regard to the future use and disposition of the U. S. Naval Station, and that until a joint and mutual effort IS agaIn established between the County of Monroe and the City of Key West, that all future notices and other matters relating to said property are to be forwarded to the Monroe County Administrator, William E. P. Roberts, Jr., Post Office Box 1029, Key West, Florida 33040; telephone: (305) 294-4641, extension number 303. 3. It is further requested that all agencies advise the County as to the exact status of any proposed develop- ment, existing leases, disposition, or any other arrangements relating to said properties and present schedules in regard to the disposition of said matters or property. 4. That attached hereto is a copy of Resolution No. 87-1979 which had been previously forward to the City of Key West, Florida, requesting a joint and mutual effort, which request was denied by the City of Key West at its meeting on May 7, 1979. 5. That the Clerk of the Board is hereby directed to forward certified copies of this resolution to the United States Government, G.S.A. and all other governmental agencies involved in the disposition of the U. WHEREAS, the County and the City previously joined in the formation and operation of the Key West and Lower Keys Development Corporation, and WHEREAS, said Corporation's existence will terminate as of June 30, 1979, and WHEREAS, the City of Key West is presently proposlng to establish its own development commission as a continua- tion and/or extension of the Key West and Lower Keys Development Corporation, and WHEREAS, the development of the Naval properties are both important and vital elements to Monroe County and the City of Key West jointly, and WHEREAS, the health, safety, welfare and economlC well being of all the citizens of Monroe County will be affected by the disposition of the property, and WHEREAS, both Monroe County and the City of Key West have vested interests in and to said property, and WHEREAS, at the time of the disposal of said property by the appropriate Federal Agency, action on the part of both public bodies will be required, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: 1. The Board of County Commissioners does hereby request that the City of Key West join with the County of Monroe and establish a join commission providing for both City and County representation to supercede and/or continue with the work which is being accomplished by Page 1 of 2 BOOK ON__~~-~~ ~ PAGE ~ APPROVED ~~6 4~ 50 .- the Key West and Lower Keys Development Corporation, and to allow for a joint approval of any plan for disposal of said property. ') '- . That the City of Key West, prIor to adopting any ordinances setting up a separate and autonomous commission, join with the County of Monroe and establish a joint com- mission for the benefit of all citizens of Monroe County to assure that the impact upon Monroe County and all of its residents is considered. 3. That the City of Key West's cooperation IS re- quested and required in order that minimal funds and efforts are expended in establishing the mutual final plan and de- velopment of said Naval Base, such that said plan and de- velopment reflects the joint concurrence of both public bodies in order to allow for the fastest disposal by G.S.A. of said properties. 4. That the Clerk of the Board is hereby directed to forward certified copies of this resolution to the City of Key West. This resolution shall go into effect immediately upon its passage and adoption by the Board of County Commissioners.
