RESOLUTION NO.170 - 1979
WHEREAS, House Bill 1046, the "Local Government Financial
Emergency and Accountability Act", was passed by the Legislature
and will become effective October 1, 1979, and
WHEREAS, this Legislation requires that all governmental
units be audited within six months of the close of their fiscal
year and that such audits be submitted to the State Auditor General
no later than seven months of the fiscal year, for review, and
WHEREAS, it is anticipated that this Act will cost the
taxpayers of Monroe County in excess of $100,000.00 annually, and
WHEREAS, the Florida Legislature has indicated an intent
to fund programs mandated by the State on the counties; however,
no funding provisions were included in House Bill 1046, and
WHEREAS, many previously adopted State mandated programs
continue to strain the general revenue funds of the local govern-
ments of our State.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Monroe County, Florida, in meeting assembled
on the 31st day of July, A.D. 1979, that the Florida Legislature
be hereby requested to rescind at least that portion of House
Bill 1046 requiring said independent audit or to appropriate
sufficient funding to fully finance such program.
BE IT FURTHER RESOLVED that copies of this Resolution be
forwarded to the Governor and Members of the Cabinet, the State
Association of County Commissioners and to all of the Boards of
County Commissioners in the State of Florida.
