RESOLUTION NO. 244_1979
A RESOLUTION AUTHORIZING THE MAYOR AND CHAIRMAN
OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, TO EXECUTE AN AGREEMENT BY AND
BETWEEN THE COUNTY OF MONROE, STATE OF FLORIDA,
AND THE MONROE ASSOCIATION FOR RETARDED CITIZENS.
BE IT RESOLVED BY THE BOARD OF COUNTY CO~~1ISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
That the Mayor and Chairman be authorized to execute an
Agreement by and between the County of Monroe, State of Florida,
and the Monroe Association for Retarded Citizens, a copy of
same being attached hereto.
Passed and adopted by the Board of County Commissioners
of Monroe County, Florida, at a regular meeting held on the 23rd
day of October, 1979.

A G R E E MEN T
THIS AGREEMENT made this 23rd day of October
1979, by and between the COUNTY OF MONROE, STATE OF FLORIDA, a
political subdivision of the State of Florida, hereinafter called
County; and the MONROE ASSOCIATION FOR RETARDED CITIZENS, a non-
profit organization, with offices at Poinciana Plaza, Key West,
Monroe County, Florida, hereinafter called the Assocation.
WIT N E SSE T H:
WHEREAS, the County is authorized by Chapter 70.290 Laws
of Florida, 1970, to expend fromfue County General Revenue Fund
such sums as are deemed necessary and advisable for the care, treat-
ment and rehabilitation of the retarded inhabitants of Monroe
County, and
WHEREAS, the Association provides residential care, train-
ing schools, diagnostic and evaluation serVlces, parent counseling,
and other programs for retarded adults of Monroe County, and
WHEREAS, the County is desirous of having the Assocation
provide such services to the retarded adults of Monroe County on
a free and unrestricted basis as an aid in Monroe County's overall
mental health program.
NOW, THEREFORE, BE IT RESOLVED that in consideration of
the promlses hereinafter contained, the parties hereto agree as
follows:
I. The Association agrees to plan and assist ln provid-
lng serVlces in the areas of:
1. (a) Residential care
(b) Diagnostic and evaluation serVlces
(c) Sheltered workshop
(d) Case work serVlce
(e) Training schools
( f) Other related serVlces
for retarded adults of Monroe County, as far as practical with the
funds to be provided by the County.

2. The Association agrees that the serVlces pro-
vided hereunder shall meet the standards of the State Division of
Mental Health and Division of Mental Retardation.
3. The Association further agrees to provide a clear
financial audit trail for full accountability of funds received
from said Board. Certified monthly finartcial and service load re-
ports will be made available to the Board of County Commissioners
of Monroe County, Florida, to validate the delivery of services
under this contract. The monthly financial report is due in the
office of the Clerk of the Board of County Commissioners of Monroe
County, Florida, no later than the 16th day of the following month.
After the Clerk of the Board pre-audits the certified report, the
Board will reimburse said Association for its monthly expenses.
However, the total of said monthly payments in the aggregate sum
shall not exceed the total amount of $10,000.00 during the term
of this contract.
4. The Association agrees to aid all retarded adults
'of Monroe County without discrimination for any reason where such
aid is deemed necessary by the Association.
II. The County agrees to provide the sum of $10,000.00
for the payment of salaries and other direct expenses incurred in
the rendition of such services.
This Agreement shall be ln effect for the period of one
(1) year beginning the 1st day of October, 1979.
IN WITNESS WHEREOF, the parties hereto have caused this
instrument to be executed on the day and year first above written.
