OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE CCt)UN~ r I .FLORIDA, REQUESTING THE PRESIDENT OF THE UN~QfT~)TOl./.DIRECT THE DEPARTMENT OF DEFENSE TO PROVIDE EARLY DETECTION COVERAGE TO THE RESIDENTS OF THE FLORIDA KEYS. WHEREAS, on two occasions Cuban jet fighter aircraft have penetrated u.S. airspace around the Florida Keys, reportedly undetected, and have landed at Boca Chica Naval Air Station; and WHEREAS, no known action has been taken by the Department of Defense to guard against future penetration of u.S. airspace around the Florida Keys by hostile aircraft; and WHEREAS, equipment reportedly exists in the u.s. inventory which could be installed in the surveillance balloons to provide the necessary degree of security to the Florida Keys; and WHEREAS, states along the Northern borders of the u.S. are provided with defense early warning (DEW line) detection; and WHEREAS, with continued unrest in Cuba and other foreign nations, there has been a continued presence of violence expressed and imposed on Americans, such as the World Trade Center bombing; and WHEREAS, there is concern by residents of the Florida Keys that because of the publicity about the undetected jet fighter penetration of u.S. airspace, that renegade operations could be undertaken by radicals to bomb the Florida Keys in an attempt to send "a message" to the u.S. as they attempted to do in the World Trade Center bombings, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that 1. The Board of County Commissioners of Monroe County request the President of The United States to direct the Department of Defense to provide the same level of early detection coverage to the residents of the Florida Keys as is provided to the residents of other border states. 2. The Clerk of Courts be directed to expedite sending a copy of this resolution to President Bill Clinton, Secretary of Defense Les Aspin, Senator Bob Graham, Senator Connie Mack and Representative Peter Deutsch. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 20th day of October , 1993.
