RESOLUTION NO. 36 -1980
A RESOLUTION AUTHORIZING THE CHAIRMAN OF THE
BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA, TO EXECUTE A CHANGE ORDER BY AND BE-
TWEEN THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, AND CHARLEY TOPPINO &
SONS, INC.
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
That the Chairman of the Board of County Commissioners
of Monroe County, Florida, is hereby authorized to execute a
Change Order by and between the Board of County Commissioners
of Monroe County, Florida, and Charley Toppino & Sons, Inc.,
a copy of same being attached hereto, for CR-940 on Big
Pine Key.
Passed and adopted by the Board of County Commissioners
of Monroe County, Florida, at a regular meeting held on the
29th day of January, 1980.

Re: CR-940 Big Pine Key Project 78139-101
Dear Mr. Lewin:
This is to advise you that a Change Order should be issued
in regards to the above referenced project in the amount of
$80,525.34 for the following reasons:
1. The extra S-l materials used on the Key Deer/Watson
Roads project was necessary to place adequate level-
ing courses. Both roads were characterized by
numerous dips, undulations, and depressions due to
unequal subjacent support, which resulted in uneven
subsidence. These conditions were so bad that a
car driving at say 50 mph would "bott~m" its springs
when passing over these bad spots.
2. The profile for estimating purposes was run on the
centerline: whereas the severe subsidence occurred
at the edges of the road. Although leveling courses
in the range of 0 to 1-1/2" are usually encountered
on overlays of this type, it was necessary to build
up leveling courses in the 5" to 6" range, in
numerous places. At all times, every effort was
made to conserve materials, but there was no way
to avoid an overrun on the leveling courses.
I advised those concerned on the job that this condition was
occurring during the course of laying the leveling courses.
