Resolution 222-1978 RESOLUTION NO. 222-1978 WHEREAS, THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, HAS RECEIVED AN APPLICATION FROM MR. & MRS. D. R. DORN TO CONSTRUCT: A VERT I CAL CONCRETE SEAWALL, 120' LONG, I S PROPOSED TO PREVENT FURTHER EROSION OF THE SHORELINE. BACKFILL WITH A TOTAL OF 205 CUBIC YARDS OF MATERIAL WILL BE DONE WHEN SEAWALL HAS BEEN COMPLETED. FIVE WOODEN FENDER PILES WILL BE INSTALLED NEXT TO THE SEAWALL TO ALLOW MOORING OF APPLICANT'S BOAT. THE SEAWALL WILL EXTEND APPROX1MATELY 15' FROM THE PRESENT APPARENT MHW LINE AT THE POINT WHERE EROSION IS MOST SEVERE. THE PROJECT SITE IS BOUNDED ON THE WEST BY SISTERS CREEK, A NATURAL WATERBODY. ACROSS SISTERS CREEK IS AN UNDISTURBED RED MANGROVE (RHIZOPHORA MANGLE) AREA. To THE NORTH, EAST, AND SOUTH, THERE ARE RESIDENTIAL LOTS THAT THROUGHOUT THE GENERAL AREA ARE LESS THAN 10% DEVELOPED. SUBSTRATE IN THE AREA IS MARL. VEGETA- TION CONSISTED OF SALTBUSH (BACCHARIS SP.) AND A GROUND COVER OF SALTGRASS (DISTICHLIS SP. ). SUBSTRATE IN THE PROJECT SITE AND THE ADJOINING UPLANDS CONSISTED OF MARL. VEGETATION ON THE UPLANDS WAS SALTBUSH AND SALTGRASS, AND BELOW THE MHW LINE IT WAS EXCLUSIVELY THE GREEN ALGAE BATOPHORA SP. FAUNA WITHIN THE PROJECT SITE WAS LIMITED TO CHITONS, PARROTFISH, AND SOME MINNOWS. EVIDENCE THAT THE SHORELINE WAS, AND STILL IS, BEING ERODED COULD BE SEEN BY THE ROCK RIP-RAP. THIS RIP-RAP HAD APPARENTLY BEEN PLACED TO CURB THE EROSION BUT THE SHORELINE HAS SINCE ERODED BACK BEHIND THE RIP-RAP, AND WHEREAS, THIS PROJECT HAS BEEN REVIEWED AND IT HAS BEEN FOUND THAT THIS PROJECT WILL ENHANCE WATER QUALITY IN SISTER'S CREEK BY STABILIZING THE EMBANKMENT AND PREVENTING SILT LOADING ON THE WATERWAY, THEREFORE BE IT FURTHER RESOLVED, BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT SAID BOARD HEREBY GIVEN ITS APPROVAL FOR THE CONSTRUCTION OF THE ABOVE MENTIONED PROJECT. Box 92 Marathon, FL 33050 Dear Mr. and Mrs. Dorn: Re: Monroe County, File No. 44- 11182-SE A biological assessment has been made of your proposal as follows: r-A vertical concrete seawall, 120' long, is proposed to -prevent further erosion of the shoreline. Backfill with a total of 205 cubic yards of material will be done when seawall has been completed. Five wooden fender piles will be installed next to the seawall to allow mooring of applicant's boat. The seawall will extend approximately 15' from the present apparent MHW . .,-E line at the point where erosion is most severe. F (if ~ Lf Lj _ III 8 Z. The project site is bounded on the west by Sisters Creek, a natural waterbody. Across Sisters Creek is an undisturbed red mangrove (Rhizophora mangle) area. To the north, east, and south there are residential lots that throughout the general area are less than 10% developed. Substrate in the area is marl. Vege- tation consisted of saltbush (Baccharis sp.) and a ground cover of saltgrass (Distichlis ~:r. Substrate in the project site and the adjoining up- lands consisted of marl. Vegetation on the uplands was saltbush and saltgrass, and below the MHW line it was exclusively the green algae Batophora sp. Fauna within the project site was limited to Chi tons, parrot- fish, and some minnows. Evidence that the shoreline was, and still is, being eroded could be seen by the rock rip-rap. This rip-rap had apparently been placed to curb the erosion but the shoreline has since eroded back behind the rip-rap.:] tU-..d... .. ~ ~- Mr. and Mrs. D. R. Dorn Page Two August 7, 1978 This project will enhance water quality in Sisters Creek by stabilizing the embankment and preventing silt loading on the waterway. A slight wake from two boats passing during the inspection suspended fine marl from the bank and sent a small turbidity plume out into the waterway. Gradual stabilization of all eroding marl embankments within sisters Creek will be beneficial:J ~ Under the provisions of Section 253.124, Florida Statutes, this report must be read into the record and duly considered at the same meeting at which the Board of County Commissioners takes final action for local approval. Proof of local approval under this section must be furnished this office, in addition to the affidavits requested July 14, 1978, before we can conclude proc- essing.
