Dear Mr. Schloasser:
On two occasions we have discussed the local sponsorship for a navigation
project at Boot Key :1arbor with Monroe County officials. At a. County
Commission riecting on 15 August 1978s, Mr. Bailey of our office explained
the items of local cooperation which the county must accept as sponsor,
Due to convents by the rich and Wildlife Service, we made as change in. the
local cooperation and notified Mr. Michael Ii. Cates about the change in r--
our letter of 19 October 1978. Since it has been over a twnth, we aro
concerued about Honroc County's interest in the project.
Ile have already made the county .aware of the negative views expressed by
the. Florida Dopartmeant of Environmental Regulation, (Drrz) to -card a
navigation project at Boot yip Harbor. As we enact reGaive State irdors"
ment for a project, the: county should give careful consideration to making
its desires brown to the State if the county truly Tm.nts the Project. In
the county corarUsni.on neeting as 15 August 1978 the: Cormissioners did
indicate it would be appropriate for one of theta to meet with DER.
One other problem that is confronting us now is time. If the county wants
al project, we must got our report and recormendations to the Chief of
Ungineers without further delay. Ife are required in our reports to have
coordination responses which are not over a year old. Considering our
time for processing the report and getting approval,, we are coming very
close to the cuttff dates for re -coordination. If are fail to get approval
in time, it will mean another year's delay.

With each delay we must also contend with risitig costs and project
feasibility.
We Mould appreciate learning Monroe County's position on this matter
to insure appropriate handling of the report by our staff.
