Resolution 108A-1980 RESOLUTION N0.108A_1980 RESOLUTION REQUESTING THE PUBLIC SERVICE COMMIS- SION TO STUDY TELEPHONE SERVICE INEQUITIES IN MONROE COUNTY, FLORIDA, AND TO CONSIDER PROVIDING TOLL-FREE IN-COUNTY SERVICE. WHEREAS, the geography and population growth patterns of Monroe County were determining factors in Monroe County not obtain- Ing a unified telephone system or extended service benefits won by other areas throughout Florida in the 1960's; and WHEREAS, the call potential is one of the largest elements under the "Value of Service" principle recognized by Southern Bell Telephone and the Public Service Commission; and if said principle, used in setting rates is vague, arbitrary and discriminatingly applied, it will favor larger areas, and Monroe Countians will pay a disproportionate rate in comparison to service provided; and WHEREAS, Monroe County residents get less telephone service for their money than do most Floridians; and WHEREAS, the telephone barriers which exist in Monroe County are inconvenient to individuals, expensive to businesses, detrimental to County unity and economic growth, as well as an obstacle to in- dustria1 development that should be eliminated; and WHEREAS, toll-free service between the geographical areas of Monroe County will provide a savings to our taxpayers by e1imina- tion of tie-lines now provided by Monroe County, the School Board, and the Sheriff; and WHEREAS, some relief has been granted during 1979 by the Public Service Commission, but such relief does not remove the inequities as set forth herein; and WHEREAS, this Board is desirous of providing equitable ser- vIce for all its residents and businesses, and toll-free service would be in the best interest of our residents and enhance the economic growth of Monroe County, now, therefore, Page 1 of 2 Pages 2.lo0 BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that it does hereby strongly urge the Public Service Commission to conduct a study of phone service inequities in Monroe County and to review the lack of toll-free service between our communities, and that said Board urgently requests the Public Service Commission to favorably consider telephone service com- parable to that gIven other areas in the State of Florida. BE IT FURTHER RESOLVED BY SAID BOARD that a copy of this resolution be forwarded to the Public Service Commission and other appropriate officials to assure that a study is conducted.
