Resolution 118-1980 RESOLUTION NO.118_ 1980 RESOLUTION REPEALING RESOLUTION 220-1976 AND ADOPTING ADMINISTRATIVE PROCEDURES FOR EVAL- UATION OF PROFESSIONAL SERVICES PURSUANT TO FLORIDA STATUTES CHAPTER 287. WHEREAS, the Board of County Commissioners of Monroe County, Florida, is desirous of amending its procedures for evaluating professional services, and, WHEREAS, such procedures would be in conflict with Resolution No. 220-1976, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows: 1. That Resolution No. 220-1976 IS hereby repealed. 2. That in each instance, when said Board IS evaluating professional services pursuant to Flroida Statutes Chapter 287, the Board shall consider all elements as contained in Florida Statutes 287 and upon consideration of same shall initially select the top three (3) firms using a scoring system whereby each Commissioner shall score the top candidate with the highest number of points which shall be the total number of candidates being considered, i.e., if five (5) candi- dates, the top candidate will be given a score of 5, second candidate a score of 4, etc. Upon each Commissioner scoring each firm or individual the Clerk of the Board shall tabulate the total number of points received by each firm or individual and the top three (3) firms receiving the highest number of points shall then be selected for order of preference, as set forth below. 3. The order of preference shall then be determined as follows: A. Upon the top three (3) firms being selected, the Board shall then select a majority vote that firm or individual which it shall rate number 1. Then proceed to select that firm which it shall rate number 2 and finally to then vote to select that firm which shall be rated number 3. Each selection shall be separately made and shall be based upon a majority vote of the Board. Page 1 of 2 Pages L'82- 4. Thereupon, the Board shall direct that negotiations over a contract be conducted between the Board's designated representative(s) and the number one preference which contract shall be brought back to the Board for their approval. 5. If the Board is unable to negotiate a satisfactory contract with the number one preference, negotiations shall then be conducted with the other two (2) preferences as set forth in Florida Statutes Chapter 287. Passed and adopted by the Board of County Commissioners of Monroe County, Florida, at a regular meeting held on the 20th day of May, 1980.
