RESOLUTION NO.194 -1980
RESOLUTION AUTHORIZING SUBMITTAL OF GRANT APPLICATION
FOR SHRIMP DECKHAND TRAINING PROGRAM.
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA AS FOLLOWS:
1. The Board hereby authorizes Mr. Michael P. Estes
to submit in behalf of the Board of County Commissioners of
Monroe County, Florida the grant application for approval by the
Community Services Trust Funds for Vocational Education Programs,
a program for Shrimp Deckhand Training.
2. That the Chairman of the Board is hereby authorized
to execute this Resolution in behalf of the Board.
RESOLVED this 5th day of August, 1980.

The exact target cannot be pinpointed because the target is young people
planning to become commercial fishermen. In 1978, there were 2723 commercial
vessels registered in Monroe County. In addition, the county commission has
recognized commercial fishing as the number one industry. See Attachment C.
What is the severity of the problem among the target population.
Provide quantifiable numbers/percentages, etc.
Again, we are dealing with an industry problem, rather than quantifiable
figures. The problem we are solving deals with young people within the school
system who will play future roles in a currently antiquated industry.

gram operated by the Monroe Count.y ~;,'h{l(.J1 District. In spite

program has earned the respect of the illdu!;try i:md a corrunittlnent
fron them to not only see the progr.lln ('(lit inue but also to ex-
pand to include the population of the Ii i (JIi School 'and the Adult
Educiltion corr.munity heretofore excludl'<l from tri)ining oppor-
tunities.
Meanwhile the County has con ti n\l~d to try t.o improve the
total scope and set!uence of its vocaliclldl ()ff(~rinq9 t.hrough-
out the public schools. We are concc'nwcl that the most mCcJn-
inqful programs in terms of absol ute (!J1lp] oymen't ponHibi li ties
tor the citizens here in the county ,14.(> not being met. The
economy is dependent of the seafood Iiar..'esting burdncss and the
school offerings in these occupations arc limited. Faced with
this data, the county sought help fU)1ll t he Division of "Voca-
tional Education and the industry: to ,1ddress the i55ues.
In June 79 it Has ascertained th,1t the first point of inter-
vention should be to make the cxisti nq pr'ogram av,1ilahle to
lart'ler popul\ltion. With that in mirHl, plans now projected will
open th~ morning pl'ogriUn to i\ rni nimllrl of 10 (CET1\) students to-

1, 1979 and to run 4 quarters during fY 79-00. Additionally 12

It has become increasingly evident in recent years, that
unless the U.S. fishing fleets modernizl', diversify and train
new people, foreign competition will put t.hem out of business.
Because of the manpower demand from our local industry,
this course has been designed and expand(~d to meet all of the
needs of this expanding industry. With the expanding needs
for trained personnel because of growing diversification with-
in the industry a curriculum combining the old techniques
of net mending, rope splicing, seamanship, navigation tech-
niques, etc., has been blended with the new areas of elec-
tronic product detection, electronic navi0ation, new net de-
signs, etc.
Participants completing prog:. am oJ. jloctives Ciln work not
only in l-tonroe County but any place in the Uni ted States
wi thin the seafood industry, providi I1CJ the desire is there.
Tangible incentives such as economic self-sufficiency
(the average income for a deck hand is $]2,000 per yeilr), and
rapid promotion within the industry should encourage all new
participants.
Beyond this, the ability of an individual to own and
operate his own vessel through loans from various government
agencies should only further encourage these disadvantaged groups.
