RESOLUTION NO. 24 -1981
WHEREAS, the BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA,
has received an application from OUTDOOR RESORTS AT LONG KEY, INC., and
WHEREAS, in compliance with State Statute, it is necessary as part
of the permitting procedure to read the following Biological Assessment
into the Record, as follows:
The Applicant proposes to repair existing breakwater island (Tiki Island)
at Outdoor Resorts, Incorporated Marina on Long Key. Repairs will consist
of replacing deteriorated rock riprap with approximately 300 cu. yds. of
clean rock obtained from unspecified upland area. Three hundred cubic yards
of material will include approximately 200 cu. yds. of rock to be placed
where necessary in existing riprap system and approximately 100 cu. yds. of
top dressing to be spread on top of island to replace eroded material.
In addition, applicant proposes placing approximately 50 cu. yds. of material
in west entrance to Outdoor Resorts Marina to provide tmeporary access for
construction vehicles to project site. Applicant further states that this
temporary fill material will be removed upon project completion -(approximately
3 days time).
The project site consists of an island approximately 100 ft. long by
35 ft. wide at waterward entrance to Outdoor Resorts, Incorporated Marina.
It is bordered on northwest by Florida Bay, on southeast by said marina
harbor and on each end by harbor entrance cuts (approximately 40 ft. wide each).
Said island provides protection for said marina by serving as a breakwater
toward any excessive wave action from Florida Bay. Personal communication
with applicant's agent Mr. Skip Haring, indicates that island was artificially
created at least ten years ago during which time it was used as a recreation
area by resort residents.
Island was examined on October 22, 1980 at a period of low tide.
Observation of old bayside dock support structures in hazardous state of
disrepair and palm but on island center in similar condition provide evidence
of past recreational use (see photo #2). Island is largely devoid of
vegetation inhavited only by sparse growths of seaside heliotrope (Heliotropum
curassavicum), sea daisies (Borrichia spp), key grass (Monanthochloe littoralis)
and isloated Australian pines (Casurina equisetifolia) and palm trees.
As applicant indicates, island has experienced a great deal of erosion since
its initial construction. This is expecially evident along bayside of
island where remains of old dock structure presently stand (see photos),
however, existing riprap appears to have gaps in areas all around island
circumference. Water quality in submerged areas around island appears good
with strong circulation current and good clarity. Benthic flora observed
included only sparse seagrass growth and several species of green and brown
algae in inshore submerged areas. Due to increased depths in marine harbor
area (i.e. 25+ ft.; MHW), bottom was not visable. Mobile marine fauna
observed included sergeant majors (Abudefduf saxatilis),glass minnows
(Anchoa spp), needlefish (Strongylura spp), snappers (Lutjanus spp), parrots
(Scarus spp), grunts (Haemulon spp) mojarras (Coereidae spp) and barracuda
(Sphyraena barracuda).
Direct project impact should primarily be positive, providing proper
pollution control devices are utilized throughout construction activities.
Said project should result in restoration of useful protective and recreative
area for resort residents. Providing care is taken in proper riprap boulder
placement, it is expected that only potential adverse impact would be in
western cut area proposed for temporary access road fill site. Since there
did not appear to be any significant amount of submergent vegetation in this
area, it is expected that any such impact would in this instance be minimal.
Additional potential impact could result from storm runoff of top dressing
materials into state waters over longer period of time.

This report is submitted to the Board of County Commissioners
to be used in their review of the application for placement of
fill waterward of mean high water on Florida Bay, as required by
Ordinance 13-1930.
DISCUSSION:
Applicant is requesting a permit to repair an existing rip -
rap breakwater. The project will require approximately 300 cubic
yards rip -rap boulders and approximately 50 cubic yards of fill.
The fill will be placed in the western channel of the marina to
provide an access route from the mainland to the breakwater island,
and will be removed at the completion of the project.
The accompanying DER report provides a species list of flora
and fauna and does not differ from my onsite visit.
CONCLUSION:
No long term adverse effects are expected from either the
repair of the rip -rap breakwater or from the placement of fill
for the access route.
RECOMMENDATION:
Approval with the following condition.s:
10' Turbidity screens to be put in place before fill is
applied and remain in place until after work is complete on the
breakwater,
2. Turbidity screens to remain in place until after fill is
removed and suspended sediment resettles, and
3. Fill to be removed no more than 3 days after repair work
on breakwater is complete.

E. Under the provisions of Chapters 403 and 253 (F.S.) and Sections
17-3 and 17-4 (F.A.C.), I hereby recommend approval of this
application for. permit. I offer the following; suggestions for
special permit conditions:
1. Turbi.di�_y curtains be utilized properly both around island
and in western cut area throughout project construction and
until the afects of such activities are completely rcnoved
from waters of the state.
2. Runoff control mat.E —� " 1-i utilized between boulder ripra�
and finer, top dressing material to preveLit upland runoff
into waters of state.
3. Remains of previous dock structure be removed from site via
construction vehicles. It presently constitutes both a
safety hazard and is aesthetically debilitating.
4. The Department be notified at least 24 hours prior to com-
mencement of construction activities.
