RESOLUTION NO. 55 -1981
WHEREAS, the BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA,
has received an application from #1 BOAT MANUFACTURING, INC., and
WHEREAS, in compliance with State Statute, it is necessary as part
of the permitting procedure to read the following Biological Assessment
into the Record, as follows:
The Applicant wishes to place 400 cubic yards of riprap 600 feet in
length and 10 feet in width below MHW along an eroded shoreline of a boat
manufacturing yard. Applicant would then backfill behind the riprap up
to the existing bank with 333 cubic yards of fill. Riprap would be placed
on a 3:1 slope.
A 5' x 600' wooden dock is also proposed along this same shoreline
waterward of the proposed riprap to provide boat dockage and access.
Pilings will be on 10 foot centers and augered from the uplands. Materials
will be delivered to the site via truck. Riprap and fill will be placed
with a backhoe. Turbidity screens will be used during all marine construction.
The general area on the Atlantic side of Stock Island has been developed,
with numerous basins and channels to provide boat accessability. The shore-
line in the vicinity of the proposed project is likewise developed, but to
a lesser extent, being somewhat indented from the deeper waters of
Boca Chica Channel.
The offshore waters between this shoreline and the navigation channel are
primarily shallow with deeper pockets and channels found throughout. Mangrove
fringed islands are scattered throughout these waters.
Bottom communities over the shallow flats are composed primarily of
turtle grass (Thalassia testudinum). Sediments are soft muds overlying caprock.
The channel paralleling theshoreline to be riprapped and which connects
the two boat basins to either side of it was excavated some time ago, before
permitting requirements. Its bottom is mostly unconsolidated with little
vegetation. Depths here are 5-10 feet.
Tuumangrove-fringed, man-made islands were formed during dredging. These
islands are immediately opposite the above described peripheral channel.
The existing shoreline has been badly eroded by wind and wave action,
partially from boat wake produced from the offshore channel. Various junk and
debris has been placed along the upland, spilling over onto the shoreline.
This shoreline is irregular and displays a large limestone rubble/rock
composition with heavy inorganic sedimentation as a result of erosion and
channel sediment displacement.
At present, a 5-15 foot shallow -water shelf borders the shoreline before
dropping to channel depths. It is this shelf that will be directly impacted
by the proposed project. A row of pilings was put in along the outside edge
of this shelf at an unknown date.
The shoreline displays almost no transitional zone. Several red mangrove
(Rhizophora mangle) sprouts were found along the MLW line. The rest of the
macrophytic growth was largely in the form of filamentous brown algaes. Patches
of turtle grass and shoalweed (Halodule wrightii) were found in several spots
but were relatively insignificant. The primary green algae here is Halimeda sp,
and Bataphora sp.

One small coral mass and a single encursting orange sponge were observed
along this shelf, in addition to several thin -shelled oysters (Isognomon sp).
A small school of silversides (Menidia sp) were observed along with needle-
fish (Stronglura sp), mojarra and a couple of schoolmaster snapper (Lutjanus
apodus).
This shoreline is used only marginally by gulls and possibly some other
shoreline wading birds.
Short term impact anticipated from this project will be the elimination
of most of the shallow shoreline shelf presently supporting an established,
although heavily stressed, benthic community.
This loss will be replaced by the establishment of a rocky riprapped
shoreline which should provide substrate for many of the same type organisms
as well as some additional species. Dock construction will shade out some of
the green algaes previously mentioned, although the brown algaes should remain.
Increased boat traffic may suspend more bottom sediments, causing
increased turbidity, but a decrease in erosion should offset this, as far as
harmful sedimentation is concerned,

PURPOSE:
This project requires review by the Board of County
Commissioners in accordance with Ordinance 13-1980.
DISCUSSION:
Applicant proposes to place 400 cubic yards of rip -rap,
10 feet wide, along 600 feet of shoreline. This seawall will
be placed waterward of the mean high water line. Approximately
533 cubic yards of backfill (my calculation; application
states 333 cubic yards) will be used to reclaim eroded land
behind the rip -rap. Also proposed is a 600 foot long x 5
foot wide wooden dock to be constructed waterward of the rip -rap
seawall and will make use of an existing channel.
The construction will be done along the applicant's northern
shoreline which abuts Boca Chica Channel..
Turbidity curtains will be used during the construction
work.
The land appears to have been created by past dredge and
fill activities. The shoreline shows evidence of erosion and
trash and debris are found here as well. Waterward of M.H.W.
are small patches of the seagrasses Tha.tassia and Hatodute and
the algae Bataa hota.
REASON FCR PROJECT:
1. To reclaim eroded land and prevent future erosion.
2. Provide boat dockage.
EVALUATION:
The major impact will be the loss of the seagrasses and
algae along the bottom where the rip -rap seawall is to be
placed. This vegetation is presently stressed by sediments
from erosion and upland runoff. The algae, however, will re-
populate on the rip -rap.
