Resolution 072-1981 RESOLUTION NO. 72-1981 RESOLUTION ADOPTING COUNTY ADMINISTRATIVE ORDERS AND AUTHORIZING CHAIRMAN TO EXECUTE SAME. BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows: 1. That the Board does hereby approve and adopt County Administrative Orders, a copy of same being attached hereto. 2. That the Chairman of the Board is hereby authorized to execute said Administrative Orders. An employee who is summoned as a Member of a Jury panel shall be granted administrative leave with pay, and any Jury fees shall be retained by the employee. Monroe County shall not reimburse the employee for meals, lodging, and travel expenses incurred while serving as a Juror. 2. An employee subpoenaed as a Witness, not involving personal litigation, shal1 be granted administrative leave with pay, and any witness fees shall be re- tained by the employee. Monroe County shall not reimburse the employee for meals, lodging, and travel expenses incurred while serving as a Witness. 3. An employee subpoenaed in line of duty to represent the County in any capacity as a Witness or' Defendant shall not be granted administrative leave, and appearance in such cases shall be considered a part of the employee's job assignment. BOX 13051 2944641 ADMINISTRATIVE ORDER Courtesy, Respect and Fairness to Public & Telephone Answering Procedures The employees of this Monroe County Government must be fully aware of their responsibilities as public servants. The tax-paying citizenry bear the cost of governmental employment. In reality, they are the ultimate employer, and that fact must never be forgotton. Therefore, it is expected that all employees will respond to the public with courtesy, respect, and fairness. Telephone communication is as important as face-to-face contact. Under routine circumstances, the telephone will be answered by not more than the third ring. The telephone will be answered as follows: Good Morning (afternoon). Department, Ms. (Mr.) ,speaking. May I help you? Telephone calls will not be screened. If the employee being called is actually unavailable, the call will have to be returned as soon as possible. Abruptness to the caller or refusal to give your name will not be tolerated. Employees are not expected to endure physical or verbal abuse. If such abuse occurs, the employee should report the incident to the appropriate supervisor without delay. Each Department Head will be responsible for distributing this Administrative Order to every employee within the Department and 1S directly responsible for the compliance thereof. Department Heads shall be responsible to see that sufficient Leave 1S granted to their personnel to prevent any excess. Employees having Accrued Annual Leave in excess of 240~as of October 30, 1981, shall be paid for the days in excess, and from that date thereafter all days in excess of 240 ~sha11 not be accrued. Any repairs made to the vehicles will be charged to the Department to which they are assigned. A Department Head should not request vacation leave for the same period of time as a key member of his staff. Department Heads should take into consideration budget preparation schedules when requesting vacation leave for himself/herself or for key staff personnel. Therefore, all items to be presented to the Board for action will include back-up material pertinent to the item. These items must be received in the Administrator's Office by 4:00 P.M. on the Tuesday prior to the scheduled meeting date. The Agenda shall be prepared and distributed not later than four(4) days preceding the Meeting on Tuesday, with day of distribution being counted as one of the days. PROCEDURE Items presented to the Administrator's Office by private individuals or organizations shal1 be evaluated by the County Administrator to determine if the item could be handled administratively,. thus precluding it being placed on the Commission Agenda. All requests for funds, by either Department Heads or the public, shall be first presented to the Finance Department to determine if funds are available. This information shall be made available to the Commission when the item is being considered. Prepare a report to the Sheriff's Department. Forms for this purpose are available in the Administrator's Office. 2. Forward a copy of the report to the Property Clerk in the Finance Department.
