RESOLUTION NO. 13 -1978
A RESOLUTION ENDORSING SENATE BILL NO. 231 PREFILED
FOR THE 1978 LEGISLATIVE SESSION fu~D RELATING TO
STATE-MlL~DATED PROGRAMS THAT ARE ADOPTED AT STATE
LEVEL BUT ADMINISTERED AND FUNDED AT LOCAL LEVELS.
WHEREAS, state-mandated programs for Cities and Counties
have been a source of irritation, both from a standpoint of placing
a burden on local projects and also in defeating the intent of
"Home Rule" legislation passed in 1973, and
WHEREAS, Senate Bill No. 231 would require the State Legis-
1ature to make provisions for funding these programs and would
permit local governments to reject implementation on any non-funded
mandates, and
WHEREAS, Senate Bill No. 231 has already been endorsed by
the Florida League of Cities, State Association of County Commis-
sioners and many individual and city groups, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that said Board is unalterably in favor of
Senate Bill No. 231 as now proposed and hereby submits its solid
endorsement thereto.
BE IT FURTHER RESOLVED BY SAID BOARD that certified copies
of this resolution be forwarded to the State Association of County
Commissioners, the Monroe County Legislative Delegation, and other
appropriate State officials.
