Resolution 080-1978RESOLUTION NO. 80 -1978 WHEREAS, the State of Florida Department.of Transportation proposes to construct a bridge and approaches at Lignum Vitae Channel (S.R. 5) Monroe County, Florida,.Department of Transporta- tion Project No. 90060-3531, and WHEREAS, it is necessary for the Board of -County Commis- sioners of Monroe County, Florida, to approve said project, and WHEREAS., the Department'of Transportation has provided the Board with sketches describing the proposed construction, and WHEREAS, the State of Florida Department of Transportation has filed an application for a dredge -fill permit from the State of Florida Department of Environmental Regulation, and WHEREAS, a biological survey study has been made by the Department of Environmental Regulation, and a copy of said report has been read into the records and duly considered at a public meeting of the Board, and WHEREAS, the Board of County Commissioners of Monroe County, Florida, has'determined that the issuance of a dredge -fill permit will not be contrary to the public"interest, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE-COUNTY, FLORIDA, that the Board endorses the -State of Florida Department of -Transportation proposal to.construct a bridge and approaches'at Lignum Vitae Channel (S.R. 5),-Department of Transportation Project No. 90060-3531 as shown in the proposed permit.drawing and has entered the biological survey as shown in the attached report into the records of a public meeting. Approximately 345 cubic yards of material will be dredged for piling installation. Pal recoverable spoil will be placed on uplands within the Department of Transportation right-of- way. The proposed bridge will connect Indian Key fill and Lower Hatecumbe Key. The uplands of the iatecumbe Key approach are developed with a Motel and a small business. The Indian Key fill approach is not developed. The offshore substrate is sparsely vegetated and is composed of broken coral pieces, shell and shell fragments, lix-terock and marl. The .iiami approach is a previously filled area with concrete slurry slopes, which are slowly eroding because of the activity in a small boat channel paralleling the south side of the causeway. marine algae in the fill area are minimal and are composed primarily of red and brown algae. The Key West approach was also filled with concrete slurry. IL:mediately adjacent to this area and within the submerged land fill section is a moderately vegetated grass flat of turtle grans.
