Resolution 081-1978RESOLUTION NO. 81 -1978
WHEREAS, the State of Florida Department of Transportation
proposes to construct a bridge and approaches at Channel No. 2
(S.R. 5) Monroe County, Florida, Department of Transportation
Project No. 90050-3513, and
WHEREAS, it is necessary for the Board of County Commis-
sioners of Monroe County, Florida, to approve said project, and
WHEREAS, the Department of Transportation has provided the
Board with sketches describing the proposed construction, and
WHEREAS, the State of Florida Department of Transportation
has filed an application for a dredge -fill permit from the State of
Florida Department of Environmental Regulation, and
WHEREAS, a biological survey study has been made by the
Department of Environmental Regulation, and a copy of said report
has been read into the records and duly considered at a public
meeting of the Board, and
WHEREAS, the Board of County Commissioners of Monroe County,
Florida, has determined that the issuance of a dredge -fill permit
will not be contrary to the public interest, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that the Board endorses the State of Florida
Department of Transportation proposal to construct a bridge and
approaches at Channel No. 2 (S.R. 5), Department of Transportation
Project No. 90050-3513 as shown in the proposed permit drawing and
has entered the biological survey as shown in the attached report
into the records of a public meeting.
BE IT FURTHER RESOLVED BY SAID BOARD that certified copies
of this Resolution be forwarded to the State of 'Florida Department
of Transportation and State of Florida Department of Environmental
Regulation.

Our.staff has performed a biological survey for this project and offers
the following comments:
The applicant proposes to construct a 1,882-foot long by
.approximately 39-foot wide bridge across Channel Number 2.
Approximately 11,732 cubic yards of material will be placed
on the Key West approach and 15,426 cubic yards of material
will be placed on the Riami approach, both landward and waterward
of the mean high water line, to create the appropriate road
slopes. Approximately 560 cubic yards of material will be
dredged for piling installation. All recoverable spoil will be
placed on uplands within the Department of Transportation.

The general area around the project site consists of a narrow
access causeway that, except for the presence of a rest area, :.
is not developed. Two separate islandswith private homes
connect to U.S. #1 south of Channel No. 2. Offshore flats in
•the.general area are vegetated by turtle grass and are fished

The Key P7est approach has a stabilized riprap slope with very
little shrubbery or large size vegetation. Vegetation present
is confined to buttonwood, palms, red mangrove propagules, and
halophytic succulents. The iliami approach has very little
vegetation other than that stabilizing the slope.

The submerged substrate is composed of a mixture of marl, shell
and shell fragmnents, and limestone. Currents in the area scour
the bottom, reducing the amount of particle build-up. Grass
flats are located adjacent to the proposed fill areas on both
ends. These rjxas- flats are productive marine systems providing
habitat, nutrient uptake, oxygen production and stabilization of
substrate. The areas not occupied by grass flats are sparsely
vegetated by a mixture of green, brown and red algae. This
vegetation, although sparse, provides habitat for invertebrates
which are a basic link in the food chain.
The proposed filling may cause excessive siltation and possible
erosion to the grass flats due to current changes. The filling
will eliminate benthic co..mmunities adjacent to the shoreline.
The actual bridge construction should have an immediate impact
on the area during the drilling of pilot holes for the pilings.
Once the pilings are set, further water and bottom disturbance
should be minimal. No long tern impact is expected from the
actual bridge construction, as differentiated from the filling.
If the bridge were lengthened by 200 feet on both the Key West
and Miami end, the majority of the fill in submerged and transi-
tion areas would be eliminated.
Pursuant to the requirements of ss. 253.124(3), Florida Statutes, the
preceding comments should be duly considered by the council and read
into the minutes of the meeting at which time a determination of -local
approval is made.
