A RESOLUTION OF THE MONROE COUNTY BOARD
OF COUNTY COMMISSIONERS DESIGNATING
MONROE COUNTY AS A COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) SERVICE AREA AS REQUIRED
BY THE FEDERAL HOME FLORIDA HOUSING
FINANCE AGENCY APPLICATION PACKET.
WHEREAS, the Florida Housing Finance Agency (FHF A) has been
designated the State of Florida's agency for the administration of U.S.
Department of Housing and Urban Development HOME Program funds for
eligible non-participating jurisdictions; and
WHEREAS, the State published a Home Investment Partnerships Program
(HOME) Notice ofFWlding Availability (NOFA) on November 19, 1993 until
the period of January 20, 1994; and
WHEREAS, Monroe County is an eligible non-participating jurisdiction for
competitive HOME funds up to $1,531,050; and
WHEREAS, within the county's Comprehensive Land Use Plan there is a
need for affordable housing; and
WHEREAS, the HOME Program provides for First-Time Homeownership
strategies; and
WHEREAS, the County Commission authorized the preparation and
submission of a HOME Program application on July 6, 1993 by resolution
#255-1993; and
WHEREAS, the State's CDBG definition of "service area" means the total
geographic area to be served by a Community Development Block Grant
project, where at least 51 percent of the residents are low to moderate income
persons.
NOW, THEREFORE, BE IT RESOL VED by the Monroe County
Commissioners, that the COWlty of Monroe meets said definition in
accordance with published 1990 U.S. Census Data, and is hereby designated
as a CDBG service area with the exception of the geographic areas of Ocean
Reef, Stillwright Point, Port Largo, Port Antigua and Venetian Shores as
defmed in the U.S. Census Data.
PASSED AND ADOPTED by the Board of Commissioners for the
County of Monroe, Florida, at a regular meeting of said Board held on
the 22nd day of December , A.D. 1993.
