RESOLUTION NO. 130_ 1978
RESOLUTION EXPRESSING ASSURANCE OF BOARD THAT
COUNTY AD VALOREM TAXES FOR FISCAL YEAR 1978-
1979 SHALL NOT INCREASE IN THE EVENT OF IN-
CREASED PROPERTY VALUATION.
WHEREAS, the Monroe County Property Appraiser has notified
the Board of County Commissioners that his office will be increasing
the real property valuations that will be used as a basis for the
levy of ad valorem taxes in fiscal year 1978-1979, and
WHEREAS, in many instances the increased valuation will
amount to a 40 to 50 per cent increase over the valuation used in
fiscal year 1977-1978, and
WHEREAS, such an increase in valuation could make available
to taxing bodies within Monroe County, tax revenues approximately
double the revenues received in fiscal year 1977-1978, and
WHEREAS, the property owners of Monroe County are already
heavily burdened by taxes and have expressed their concern to the
Board of County Commissioners and other taxing bodies, that their
property taxes will substantially increase as a result of the
increase in property valuation unless the respective taxing bodies
within Monroe County exercise budgetary restraint in fiscal year
1978-1979 and future years, and
WHEREAS, the BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA deem it of the utmost importance that the citizens and
taxpayers of Monroe County reeeive assurance from the Board that
the Board is aware of their concerns and in recognition thereof,
that it be made a matter of public record that MONROE COUNTY will not
increase property taxes in fiscal year 1978-1979 from the level of
tax revenue levied and received in fiscal year 1977-1978, now therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA AS FOLLOWS:
1. That the Board of County Commissioners of Monroe County,
Florida hereby goes on record as being opposed to any increase in

property tax revenue in fiscal year 1978-1979.
2. That the Board hereby goes on record that MONROE COUNTY,
and the Monroe County Municipal Service District will not levy any
ad valorem tax in fiscal year 1978-1979 which would have the effect
of increasing the tax revenue received in fiscal year 1977-1978.
3. That the Monroe County Administrator be and he is hereby
directed to notify those departments under County government that
their respective budgets to be submitted to the Board for fiscal
year 1978-1979 shall not dollarwise show an increase from their prior
budget and that said budgets shall ~n all likelihood be decreased by
the Board.
4. That the Clerk to the Board be and he is hereby authorized
to forward a true copy of this Resolution to the Monroe County Property
Appraiser, the Monroe County Tax Collector, the Supervisor of Registra-
tion, the Sheriff, the Clerk of Court and to all other constitutional
officers of Monroe County, Florida with a request that their respective
budgets for fiscal year 1978-1979 dollarwise not exceed their budget
of prior years.
IT IS FURTHER RESOLVED that the Clerk to the Board shall
forward a copy of this resolution to all taxing bodies in Monroe
County with request that they consider maintaining the present level
of taxation for fiscal year 1978-1979.
RESOLVED in Regular Meeting at Marathon, Florida this 16th
day of May, A.D. 1978.
