RESOLUTION NO. 195-1977
RESOLUTION RESPONDING TO U. S. ARMY, CORPS OF EN-
GINEERS PROPOSED SPOIL DISPOSAL LOCATION SITE FOR
THE BOOT KEY HARBOR NAVIGATIONAL CHANNEL ENLARGE-
MENT PROJECT.
WHEREAS, the Board of County Commissioners of Monroe
County, Florida, consider the channel enlargement:of Boot Key Har-
bor a necessity for continued safe operation of.a large -segment of
the local commercial fishing industry,a critical and integrated
phase of the local economy., and
WHEREAS, the Board of County Commissioners of Monroe
County, Florida, consider the offshore disposal of the spoil ma-
terial an unacceptable risk to the life of the adjacent coral reef
with the potential ramifications of the reef's demise, and
WHEREAS, the Board of County Commissioners of Monroe County,
Florida, have conducted an exhaustive search at the request of the
Corps of Engineers with the State of Florida Department of Environ-
mental Regulation, Department of Transportation, the Game and
Fresh Water Fish Commission and others and have found that all pre-
viously recommended alternative methods for spoil disposal are not
feasible, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that the U. S. Army Corps of Engineers
are hereby requested to re-evaluate the method proposed for disposal
of the drainage material in that the method propos:e.d for this project
will endanger the natural resources and/or economy of Monroe County.
Further, such an alternate method for disposal could be accomplished
by disposing of drainage material in the existing borrow pit area
by an oceanside transfer pumping operation which might increase the
cost of disposal in the outset but would assure that risk to the
marine life of the coral reef as well as potential total reef de-
mise would be eliminated which would be in accordance with the
U. S. Army Corps of Engineers philosophy which has been carried
forth throughout the Florida Keys when issuing permits for private
operations.
