Resolution 139-1976RESOLUTION NO. 139- 1976 RESOLUTION ADOPTING ADMINSTRATIVE PROCEDURES FOR THE EVALUATION OF PROFESSIONAL SERVICES WHEN PROCEEDING UNDER THE CONSULTANT'S COM- PETITIVE NEGOTIATION ACT. WHEREAS, the Board of County Commissioners of Monroe County, Florida desires to reduce to writing the procedures followed when evaluating and selecting professional services under the provisions of F.S. 287.055, now therefore BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA as follows: 1. In all cases wherein the Board of County Commissioners is required by the terms of F.S. 287.055 to competitively negotiate for the procurement of professional services of an architect, engineer, or registered land surveyor, the following administrative procedures shall be followed: a. The Board shall publicly announce in a newspaper of general circulation within Monroe County, Florida, each occasion when professional services are required to be purchased for a project, planning activity or study activity under the provisions of F.S. 287. 055 except in cases of valid public emergencies so certified by the Board of County Commissioners of Monroe County, Florida. b. Said Public Notice shall include a general description of the project and shall indicate how interested consultants can apply for consideration by the Board. C. The Board, when calling for the public announcement, shall designate a County department head, individual or individuals who shall receive the applications of interested consultants in behalf of the Board and who shall evaluate current statements of -2- past.=record and experience and such other factors as may be deter- mined to be applicable to the requirements of the Board no less than five (5) firms, whom the Board shall require to appear before the Board for a public presentation regarding their qualifications, approach to the project and ability to furnish the required service. The Board may accept the recommendations or it may, from the list of consultants considered, select.any five (5) firms who will be required to appear before the Board for a public presentation. The Board shall, when selecting any firms required to make public presentation, first determine whether or not the firm is qualified pursuant to law to provide said service and,if the same be true, -shall so certify same. (d) At the time of public presentation, the Board shall select, in order of preference, no less than three (3) firms deemed. to be most highly qualified to perform the required services, after considering such factors as the ability of professional personnel, past performance, willingness to meet time and budget requirements, location, recent, current and projected work loads of the firms and volume of work previously awarded to the firm by the Board. (e) Thereafter, the Board shall negotiate a contract .with the most qualified firm for professional services in accordance with F.S. 287.055 (5) and (6) and, if no contract is possible with the most qualified firm, then contract negotiations shall be entered into with the second most qualified firm, or in failure thereof, with the 3rd most qualified firm.
