RESOLUTION NO.44 -1977
WHEREAS, the Board of County Commissioners of Monroe County,
Florida, after thorough consideration of the problem and available
data, has hereby determined that a two-year curriculum of Commercial
Fisheries Educational Program is in the best interest of the State
of Florida, as well as the Southeastern part of the United States,
and
WHEREAS, a Fisheries Educational Program will give the stu-
dent knowledge needed for a modern fishing vessel to operate out to
the 200-mile fishing limit recently passed by both Houses of the
United States Congress and signed into law by the President of the
United States, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, IN OPEN MEETING ASSEMBLED IN MARATHON,
FLORIDA, THIS 15th DAY OF MARCH, 1977, AS FOLLOWS:
1. That the Board of Regents of the State of Florida be
hereby requested to support the establishment of a two-year cur-
riculum of Commercial Fisheries Educational Program to be located
in Monroe County, Florida, to accomplish the following:
a. Operate a modern fishing vessel and equipment,
and navigate them to and from ocean fishing grounds.
b. Knowledge to trouble-shoot the vessel and equip-
ment as to operate in maximum safety and efficiency.
c. Ability to distinguish the valuable species of
fish and know when and why they are valuable.
d. Thorough use of electronic equipment to locate
fish besides the knowledge of hydrographic conditions and fish be-
havior.
e. Catching of fish through use of bottom trawls,
midwater trawls and old and new established methods.
f. Understand the economics of food production
and marketing along with understanding of state and federal legis-
lation that effects seafaring industries.

g. Enable graduate to be a competent fisherman at

sea, a sound businessman ashore and build a profitable career.
2. That Jack K. Burke, Monroe County Development Director,
be hereby authorized representative of the Board of County Commis-
sioners of Monroe County, Florida, to furnish such information and
take such action as may be necessary to enable the establishment
of a two-year curriculum of a Commercial Fisheries Educational Pro-
gram.
BE IT FURTHER RESOLVED BY SAID BOARD that certified copies
of this resolution be sent to the Honorable Governor and Cabinet
Members of the State of Florida, the Executive Director of the De-
partment of Natural Resources and the Executive Director of the
Southeastern Fisheries Association.
RESOLVED at regular meeting at Marathon, Monroe County,
Florida, the 15th day of March, A.D. 1977.
