RESOLUTION NO. 059-1992
A RESOLUTION OF THE MONROE COUNTY BOARD OF
COMMISSIONERS GRANTING THE DESIGNATION OF
"HISTORICAL AND CULTURAL LANDMARK" TO THE
FOLLOWING STRUCTURES: THE LONG KEY OVERSEAS
RAILROAD VIADUCT, THE SEVEN MILE OVERSEAS
RAILROAD BRIDGE, AND THE BAHIA HONDA OVERSEAS
RAILROAD BRIDGE.
WHEREAS, the Long Key Overseas Railroad Viaduct, the Seven-
Mile Overseas Railroad Bridge, and the Bahia Honda Overseas
Railroad Bridge meet the criteria for the designation of
"Historic and Cultural Landmarks" as specified in Section 9.5-
452(a) & (c) of the Monroe County Code, Amended, in that the
bridges are structures associated with the building of Flagler's
railroad in 1912 and the 1930s construction of the Overseas
Highway; events of historical significance to the cultural,
social and political history of Monroe County. Also, the bridges
reflect an architectural style that is unique to the Florida
Keys; and
WHEREAS, the proposed designations for the three bridges have
followed the procedures set forth in Section 9.5-453 of the
Monroe County Code, Amended, in that:

1. The proposed designations were initiated by a citizen of
Monroe County, Mr. Jerry Wilkinson, President of the
Historical Preservation Society of the Upper Keys, in a
letter to the Monroe County Planning Director on August 20,
1991.
2. The proposed designations include boundary descriptions,
narrative descriptions and photographs of the proposed
structures.
3. The proposed designations include other evidence that
supports the designations, including the National Register of
Historic Places Inventory Nomination Form for the
aforementioned bridges; a definition of "Historic Structure"
from 44 CFR 59.1; a memorandum dated September 5, 1991 from
the Assistant County Attorney stating that the County would
have land use regulatory authority over operations on the old
bridges; and two newspaper articles, "A Bit of Keys History:
Flagler's Bridges," and "A Bit of Keys History: The Overseas
Highway," by Jerry Wilkinson published in The Reporter on
September 12, 1991 and October 3, 1991, respectively, that
document the historical significance of the bridges.

4. The proposed designations have been reviewed by the Historic
Florida Keys Preservation Board's Historian, who recommends
the three aforementioned bridges for designation as
historical landmarks, as evidenced in an October 15, 1991
letter to the Chairman of the Planning Commission.
5. The proposed designations have been reviewed by the Planning
Director, who recommends the three bridges for landmark
designation, as stated in a letter dated August 30, 1991 to
Mr. Wilkinson, and in a memorandum dated December 18, 1991 to
the Monroe County Planning Commission.
6. The Monroe County Planning Commission, during a regular
session held on December 19, 1991, conducted a public hearing
on the proposed designation, reviewed the request from Mr.
Wilkinson and the recommendations of the Historic Florida
Keys Preservation Board and the Planning Director, and heard
testimony from the applicant and the public.

7. The Planning Commission voted at said public hearing to
recommend to the Monroe County Board of Commissioners that
they grant the designation of "Historic and Cultural
Landmark" to the three bridges listed above, as stated in
Planning Commission Resolution No. 57-91; and
WHEREAS, the aforementioned bridges were listed on the
National Register of Historic Places in 1979; and
WHEREAS, the Monroe County Board of Commissioners passed a
motion on August 27, 1991 requesting the Historic Florida Keys
Preservation Board to implement the provisions of Section 9.5-453
of the Monroe County Code and subsequent paragraphs to designate
them as historical structures; and
WHEREAS, the Monroe County Board of Commissioners has
considered the proposed designations and the recommendations of
the Planning Director and the Planning Commission; NOW THEREFORE

BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA THAT:
The Long Key Overseas Railroad Viaduct, the Seven Mile
Overseas Railroad Bridge, and the Bahia Honda Overseas Railroad
Bridge are hereby designated as Historical and Cultural
Landmarks, as provided by Article VIII of the Monroe County Code,
Amended.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 28th
