RESOLUTION NO. 10 -1963
SECONDAR Y ROADS
WHEREAS, the Board of County Commissioners of Monroe County
wishes to budget its funds wisely for road and bridge construction, and
WHEREAS, a long range Master Plan setting forth a ten-year program
for highway and bridge construction is a most necessary element in budget-
ing funds wisely, and
WHEREAS, the State Road Department has indicated its readiness and
ability to prepare such a ten-year Master Plan for the County, and
WHEREAS, the Board of County Commissioners is willing to partici-
pate in the cost of preparation of such a master plan on a mutually equitable
basis, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, as follows:
That the State Road Department be requested to prepare a recornrnen-
ded Master Plan for the construction of roads and bridges over the next ten
years, including both primary and secondary systems.
That the Master Plan shall include, but not be limited to, attention to
the following specific points:
1. Recommended expenditures out oi primary funds, secondary funds,
and bond programs.
2. Feasibility of a road-bridge route from the vicinity of No-Name Key
to the vicinity of Cape Sable, with a connecting spur to the vicinity of Mara-
thon, Florida, with specific consideration to the following points:
(a) Exploration of the attitudes of the various State and Federal
Governmental agencies concerned with the project, such as
the National Park Service, the Corps of Engineers, the U. S.
Navy, the State Conservation Department, et al.
(b) Possibility of developing a second water source and trans-
mission facility to Key West from the Everglades area, and
the attitude of the U. S. Navy and the Aqueduct Commission
to that possibility, including the possibility of participation
in financing.
(c) The feasibility and desirability of creating extensive public
parks and beaches along the rout~, and possible financial
participation of the State Development Commission.
(d) Effect of the proposed construction on fish and wild life
in the area.
(el Effect upon waters of Florida Bay during normal weather
conditions and during hurricanes.
3. Anticipated needs for road and bridge connections to accommodate
the impending development of the south Biscayne Bay area, including results
of the study presently under way on the proposed Card Sound Bridge and
Causeway project.
4. Feasibility of four-laning U. S. Highway #1 from Florida City
to Key West, including examination of the possibilities of construction of
toll facilities.
BE IT FURTHER RESOLVED BY SAID BOARD that the Clerk of said
Board be, and he is hereby authorized to forward certified copies of this
Resolution to the State Road Department for appropriate action.
