RESOLUTION NO.
16 -1965
SECONDARY ROADS
WHEREAS, the Board of County Commissioners of Monroe County,
Florida wishes to invite the attention of the State Road Department to the
Board1s desire to expedite the proposed road program to be financed by a
secondary bond issue, and
WHEREAS, said Board desires to have the first of said projects under
construction in January, 1966, and
WHEREAS, said Board wishes to schedule the projects in such a way
as to reduce interference with commerce throughout the County and to avoid
creating a glut of highway construction which might have an adverse effect
on the costs of said construction, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
1. That the State Road Department be, and it hereby is requested to
schedule the taking of bids on the proposed bond projects in three phases,
as follows:
Phase I
Bids to be taken in January, 1966, with construction
to begin immediately thereafter.
Phase II
Bids to be taken in July, 1966.
Phase III
Bids to be taken in April, 1967.
A list of the projects to be included in each of said phases is attached hereto.
2, That the said Board of County Commissioners requests the State Road
Department to exercise extreme care in the establishment of finished center-
line grades in all areas where there are existing houses, and that profile
grade lines be set to conform to existing development rather than an arbitrary
elevation, insofar as sound engineering practice will permit.
3. That said Board requests the State Road Department to specify the
use of asphaltic concrete as the pavement material to be used in all projects
to be constructed under said bond program, unless an exception be approved
by both the State Road Department and the Board of County Commissillmers,
4. That all Resolutions, Lease-Purchase Agreements and official
statements include language setting forth the following conditions:
"In the event right-of-way and/or construction costs should
be greater than anticipated, the priority and phasing of pro-
jects shall be determined by the Board of County Commission-
ers of Monroe County in cooperation with the State Road De-
partment Board Member for the Fourth District. II
5. That the said Board of County Commissioners specifically authorizes
the State Road Department to borrow from Monroe County Secondary Road
Funds for preliminary engineering and other incidental expenses, such costs
to be reimbursed from the bond funds.
