WHEREAS, under Florida Statutes 112.313(3), a member of the
tourist development council, an advisory board, is prohibited from doing
business with one's agency except that the requirements of Fla. Stat.
tU 12.313(3) can be waived in a particular instance under Fla. Stat.
~ 112.313(12) by the body which appointed the person to the advisory board
upon a full disclosure of the transaction to the appointing body (the Board of
County Commissioners) prior to the waiver and an affirmative vote by 2/3
vote of that body, and
WHEREAS, Christian Fleisher has made full disclosure of his afflliation
with Chesapeake Motel & Villas, Inc. concerning Conflict of Interest.
WHEREAS, the Board of County Commissioners wishes to waive
Christian Fleisher's conflict in Fla. Stat. 112.313(3) by waiver under
~112.313(12), now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
Section 1. As per ~112.313(3) and ~112.313(12), Florida Statutes, a
waiver is hereby extended to Christian Fleisher, a member of the tourist
development council who was doing business with public relations activities
funded by the Monroe County Tourist Development Council as follows:
an amount of $1,000.00 paid to the Chesapeake Motel & Villas,
Inc. by Stuart Newman Associates and reimbursed by Monroe
County for lodging of British TV crew while filming in the
Florida Keys.
Section 2. So as to conform to the 2/3 voting requirement under Fla.
Stat. 112.313(12), the following vote reflects the action of the
Commissioners as concerns this Resolution:

PASSED AND ADOPTED by 2/3 vote of the Board of County

ADENDUM to Form 8b, Memorandum of Voting Conflict for County,
Municipal and Other Local Public Officials
To expand on the statement of Disclosure of Local Officer's Interest which I signed on
October 2, 1991:
1, Christian Fleisher, disclose that in a position as General Manager of the Chesapeake
Resort, in Islamorada, Florida, inured special gain for my property by whom I am
retained, an amount of $1,000 towards lodging for a British TV crew who were in the
Florida Keys filming a segment for "Wish You Were Here". This amount ($1,000) was
approximately set at 20% of our normal and customary charges (rack rates), and
included the July 4th, 1991 weekend, which translates to an economic impact on the
Chesapeake from their stay.
