COBNTY COMMISSIONERS NOTIFYING THE FLORIDA
DEPARTMENT OF TRANSPORTATION OF MONROE
GQl1NTY'S OBJECTION TO ANY CLOSING OF U. S.
f~HWAY 1 BY THE FOOT FOR COMMERCIAL/PRIVATE

WHEREAS, the Florida Department of Transportation (FOOT) has
routinely closed portions of U. S. Highway 1 to facilitate and
accommodate commercial and private enterprises; and
WHEREAS, on February 2nd and 3rd, the FOOT allowed the
interim closure of the 7 Mile Bridge for the filming of a
commercial by a private Japanese firm; and
WHEREAS, U.S. Highway I is the only highway in the County;
there are no other alternative routes or detours; and
WHEREAS, the interim closure of U. S. Highway 1 disrupts
normal traffic flow and impedes the conduct of normal commercial,
private and public business and thereby causes substantial
economic hardship for said business; and
WHEREAS, the interim closure of U.S. Highway I could have
disastrous results during emergency situations by delaying the
arrival time of emergency response teams by 6.7 minutes for
ambulances and 15-20 minutes for the volunteer fire departments;
and
WHEREAS, the County Commission hereby desires to voice its
objection to the FOOT of the problems generated by the closing of
U.S. Highway 1 for private/commercial enterprise;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows:
Section 1.

The Board hereby notifies the Florida
Department of Transportation of the County's objections to any
closures of U. S. Highway 1 for the benefit of commercial or
private enterprises and hereby requests the FDOT to initiate new
procedures including a recommendation from the Board of County
Commissioners to materially shorten U.S. Highway 1 closures for
whatever reason they are allowed.
Section 2.

The Clerk of the Board is directed to forward
certified copies of this Resolution to the Florida Department
of Transportation and the Governor and Cabinet of the State of
Florida.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of the Board held on
the 19th day of February, A.D. 1992.
