RESOLUTION NO. 29 -1970
RESOLUTION APPROVING BULKHEAD PLAT FOR RECORD
WHEREAS, the Board of County Commissioners of Monroe County,
Florida desires to establish certain bulkhead lines in the area of Boca
Chica, Monroe County, Florida, and
WHEREAS, a Notice of Public Hearing was advertised once a week
for three consecutive weeks in the Key West Citizen, a new spaper pub-
lished daily in Key West, Monroe County, Florida, said notice being first
published on March 23, 1970, and said hearing being held on April 28, 1970,
at 8 :00 p, M, in the Monroe County Court House, Key West, Florida, and
WHEREAS, there were no objections made on behalf of the public to
the establishment of said bulkhead lines as presented at said public hear-
lng, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, that the plat presented at the public
hearing held on April 28, 1970, at 8:00 P. M. in the Monroe County Court
House, Key West, Florida, same being entitled "LOCATION PLAN FOR
BULKHEAD LINE in Sees. 25 & 26, Twp. 67 S., Rge. 25 E., & Sec. 30,
Twp. 67 S., Rge. 26 E., Monroe County, Florida", be, and the same is
hereby approved for record, and the Chairman and the Clerk of said Board
are hereby authorized to sign the certificate of approval on said plat.
BE IT FURTHER RESOLVED BY SAID BOARD, that the Clerk of said
Board be, and he is hereby authorized and directed to forward a certified
copy of this Resolution, a certified copy of the transcript of said public
hearing, a copy of the Biological Report and a copy of said plat to the Trus-
tees of the Internal Improvement Fund of the State of Florida for appropriate
action.

Application by State Department of Trans-
portation for Bulkhead Line for Boca Chica
Bridge, Stock Island and Boca Chica Key,
Monroe County.
Our marine biologist, Bruce Jetter, has inspected the subject
area and reports as follows:
"Between Key Haven Road and the Junior
College Road some of the area has been
filled in for a gasoline station and for
a power company substation. The area near
the college road is affected by a sewer-like
smell.
"The shore east of Key Haven Road has a
shore lined by large red mangroves but
the shore west of it has none due to
filling. Beginning at the west end of the
bridge and extending for about a thousand
feet westward, the area near the shore
seems to have been dredged. The remainder
of the area west of the bridge is well
vegetated by Cuban shoalweed, turtle grass,
red and green attached algae, and some red
mangrove seedlings. East of the bridge the
bottom is vegetated by turtle grass (with

epiphytic red algae), some sponges and
various attached algae; the vegetation
was most dense nearest shore (within 25')
and further out covered 25 to 50 percent
of the bottom. The shore had a few red
mangrove seedlings, but no large trees.
"Filling of the area within the proposed
bulkhead line would have adverse effects
on marine life in that and surrounding
areas."
Since no borrow area was shown, it must be assumed that fill would
either be trucked in or a borrow area and dredging permit sought
in a separate application which the Department of Natural Resources
would have to evaluate also.
