"Joe" London Monroe County Fire Marshal !) .>\. ri RESOLUTION NO, 191 -1991' C, L [' 'i!~rfi:~ f~~~OLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, RESCINDING RESOLUTION NO. 128-1991 AND RESOLUTION NO. 076-1991; AND ESTABLISHING A FIRE-RESCUE RESOURCES REVIEW COMMITTEE: PROVIDING FOR MEMBERS, PROVIDING FOR APPOINTMENT FOR A CONTINUING PERIOD OF TIME; PROVIDING FOR PURPOSE; AND DELINEATING THE COMMITTEES DUTIES AND RESPONSIBILITIES. ~l~NROf WHEREAS, on March 13, 1991, the Board of County Commissioners of Monroe County, Florida, hereinafter the "BOARD" adopted Resolution No. 076-1991, and on April 3, 1991, the BOARD adopted Resolution No, 128-1991 which established a Fire-Rescue Resource Review Committee; and WHEREAS, the BOARD now desires to rescind said Resolution 076-1991 and Resolution No. 128-1991, for purpose of clarity and to make changes thereto; and WHEREAS, the BOARD, calls for the establishment of a Fire Rescue Resources Review Committee to review and comment upon fire-rescue services in the community; and WHEREAS, the BOARD desires to establish such committees to work closely with the Monroe County Fire Chief's Association and the Fire Marshal's Office on fire-rescue related issues; and WHEREAS, the BOARD desires that the Fire-Rescue Resources Review Committee shall from time to time consider matters placed before it for comment and recommendation. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF, MONROE COUNTY, FLORIDA, that: 1. Resolution No. 076-1991 adopted on March 13, 1991 be hereby rescinded. 2. Resolution No. 128-1991 adopted on April 3, 1991 be hereby rescinded. 3. The Monroe County Fire Rescue Resources Review Committee, hereinafter known as the "COMMITTEE" is hereby created and established. 4. The COMMITTEE shall consists of no less than five nor no more than seven members. 5. Five COMMITTEE members shall be appointed by the BOARD from residents of Monroe County and shall represent a geographic cross-section of Monroe County, however, there shall be one member each from Municipal Services Taxing or Benefit District 5 appointed by District 4 Committee and District 6 appointed by District 5 Committee. 6. The Board of Governors, Lower and Middle Keys Fire and Ambulance District, upon the adoption of an appropriate companion resolution, shall appoint two members from the Lower and Middle Keys Fire and Ambulance District to the COMMITTEE. The members on the Board of Governors representing the Cities of Key Colony Beach and Layton shall each make one of the appointments. 7. Initial appointments will be made for staggered terms of one, two, or three years. The appointee from Commission District 1 and Commission District 2 shall be replaced after one year from the date of this Resolution, the appointee from Commission District 3, Commission District 4, and Board of Governors representing the City of Key Colony Beach shall be replaced after two years from the date of this Resolution, and the appointee from Commission District 5 and Board of Governors representing the City of Layton shall be replaced after three years from the date of this Resolution; Thereafter, all subsequent appointments will be for three year terms. 8. It is hereby understood and provided that all members of said COMMITTEE shall serve at the pleasure of the BOARD and may be discharged accordingly. 9. THE PURPOSE IS: A. To provide input on the effectiveness and adequacy of fire-rescue services including but not limited to: level of service capital improvement projects - capital expenditures B. To advise on existing and proposed services and growth and direction of the fire-rescue system as a whole; 2 C. To consider savings opportunities in an attempt to reduce the total cost of fire-rescue operations, which then should reduce the impact of operations on ad valorem taxes. D. To develop a familiarity with the fire-rescue system in Monroe County and to act as an advocate to improve f ire protection throughout the County; E. To assist with problem-solving to remedy major policy issues or controversial topics in the community related to fire-rescue as presented to the BOARD by the Fire Marshal's Office. 10. ORGANIZATION SHALL BE: All members of the COMMITTEE shall be eligible for subject to the A. reappointment for one consecutive term of three years concurrence of the BOARD of County Commissioners. B. The members of the COMMITTEE shall serve without compensation or reimbursement of personal expenses. C. The members of the COMMITTEE will elect a Chairman, Vice Chairman and Secretary from among its membership. D. The COMMITTEE is not authorized to expend any funds unless it has prior authorization by the BOARD. E. The COMMITTEE shall meet on a monthly basis, or more frequently if needed, by written notification to all members by the Chair. The meetings shall be held alternately in Lower, Middle and Upper Keys locations. F. All the minutes of the meetings shall be recorded by the COMMITTEE and a file thereon shall be maintained in the Fire Marshal's Office. G. All meetings shall be open to the public, and in accordance with the laws regulating government in the sunshine. The COMMITTEE may adopt such other rules for its operations and proceedings as it deems desirable and which are not in conflict with the rules and procedures of the BOARD of County Commissioners, as previously established by the BOARD for all of its committees. The foregoing resolution moved its adoption.
