A RESOLUTION REQUESTING THAT THE FLORIDA
DEPARTMENT OF TRANSPORTATION INCLUDE THE
CONSTRUCTION OF A TWO-WAY CENTER TURN
LANE ON U.S. 1 ON BIG PINE KEY IN THE
DEPARTMENT'S FIVE - YEAR WORK PROGRAM
WHEREAS, Section 9.5-292 of the Monroe County Land Develop-
ment Regulations allows the issuance of building permits to only
those land uses that are or will be served by adequate facili-
ties; and
WHEREAS, Monroe County has, through the adoption of its Annu-
al Assessment of Public Facility Capacity Reports, identified U.S.
1 on Big Pine Key as an area of inadequate public facility capaci-
ty; and
WHEREAS, pursuant to Section 9.5-292, Monroe County is now
withholding building permits for traffic-generating development
due to the inadequate level of service on U.S. 1 on Big Pine Key;
and
WHEREAS, through the development of the draft Monroe County
year 2010 Comprehensive Plan, Monroe County has identified the
addition of a continuous two-way left turn lane as the preferred
means of improving the level of service on U.S. 1 on Big Pine Key
in the near future; and
WHEREAS, u.S. 1 is maintained by the Florida Department of
Transportation; NOW THEREFORE
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA THAT:
The Florida Department of Transportation is hereby requested
to include the construction of a continuous two-way center turn
lane on u.S. 1 on Big Pine Key in the Department's 1992/93 to
1996/97 5-year work program.

Monroe County, Florida, at a regular meeting of said Board held
