Resolution 072-1973 RESOLUTION NO. 72-1973 WHEREAS, the Board of County Commissioners deems it to be in the public interest and to the interest of the citizens of Monroe County to participate in safety projects designed to save the life and limb as well as the property of the citizens of Monroe County, and WHEREAS, JACK K. BURKE, the Development Director of Monroe County was invited to and did attend and participate in conference, on behalf of the Board of Commissioners, called by a group of citizens interested in safety and in promoting a safety project designed to help eliminate the practice of driving while under the influence of intoxicants, and WHEREAS, the projected program is designated a "DWI Counter- Measure Program" and which is a two and one-half hours per night, four consecutive week school, taught by trained teachers and used by Monroe County Judges as a supplement to and alternative to jail and fine for those guilty of driving while intoxicated, and WHEREAS, the Guidance Clinic of the Florida Keys has volunteered to operate said school in Marathon with the aid and cooperation of the Depart- ment of Highway Safety and Motor Vehicles, the Department of Health and Rehabilitative Services and the Monroe County Safety Council, an organization yet to be fully organized, and WHEREAS, a federal grant of $3, 000 can be acquired to implement such a safety program until said school in Marathon is self-supporting, pro- viding the program is sponsored by a city, county or state agency, and an initial advance for implementation is made by said agency, and WHEREAS, many such schools and programs have proved to be a deterrent to driving while intoxicated and self-supporting aftEr the initial outlay of the agency advance reimbursed by the federal government, and WHEREAS, it is anticipated no funds of this Board will be needed to continue the counter-attack program and that the Board will be fully reimbursed -2- for any monies allocated and advanced by the Board to start said program, for funds received by federal grant for this purpose, NOW THEREFORE BE IT RESOLVED: 1. THAT, the Board will appropriate $3,000 for the use and benefit of a DWI Counter-Attack Program in Marathon to be operated by the Guidance Clinic of the Florida Keys, under the sponsorship of this Board and with the aid and cooperation of the Department of Highway Safety and Motor Vehicles, The Department of Health and Rehabilitative Services, and the Monroe County Safety Council, when organized. 2 . THAT, a full accounting to the Board shall be made by the Guidance Clinic of the Florida Keys upon demand and at least every six months after receipt of the first funds from the Board. 3. THAT, all funds of the school received from the Board, federal grant, registration fees or from any source be used only to operate, maintain and upgrade the DWI Counter-Attack Program in Marathon and that any excess funds to put in an account for future use of said school, providing however, said school and program may be extended to other areas of the county if deemed desirable by the Board, Department of Highway Safety and Motor Vehicles, Department of Health and Rehabilitative Services, and the Monroe County Safety Council.
