A RESOLUTION OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA, AUTHORIZ-
ING THE THE UTILIZATION OF THE DESIGN BUILD
CONTRACT PROVISION OF SECTION 287.055(10),
FLORIDA STATUTES, AND ESTABLISHING CERTAIN
MINIMUM PROCEDURES FOR: THE SOLICITATION OF
DESIGN BUILD BIDS, EVALUATION OF DESIGN BUILD
BIDS, THE AWARD OF DESIGN BUILD CONTRACTS,
AND FOR THE SELECTION OF A DESIGN BUILD FIRM
IF NEEDED DURING A PUBLIC EMERGENCY
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA,
Section 1.
Section VII of the County Purchasing Manual
is hereby amended by the addition of the following:
Design Build Contracts
In the event the Board or the County
Administrator acting pursuant to authority
delegated by the Board determine that the
interest of the County would be best served
by the utilization of the design/build
provision of Section 287.055(10), Florida
Statute, the following procedures shall be
used as a minimum:
1, A design criteria package shall be
prepared by a person with the design
expertise appropriate to the contemplated
project in detail sufficient to inform
potential design build firms of the project
contemplated.
2. The County Administrator in
coordination with an appropriate design
professional and any other experts the Admin-
istrator or Board deem appropriate shall, on
a proj ect by proj ect basis, establish
criteria, procedures and standards for the
evaluation of design build contract proposals
or bids based on price, technical, and design
aspects of the project, weighted for the
proj ect.
3. The County Administrator in
coordination with the appropriate design
professional and any other experts the Admin-
istrator or Board deem appropriate shall
solicit proposals pursuant to the design
criteria package from qualified design build
firms and shall evaluate those responses,
proposals or bids on the basis of the
criteria, procedures and standards previously
established for the project.
4 . The
coordination

qualify and recommend, on a one/two/three
ranked basis, to the Board, for the award of
the contract for the project, no fewer than
three design build firms as the most
qualified, based on the qualifications,
availability, past work of the firms,
including the partners or members thereof,
and on the evaluation of the responses,
proposals or bids submitted.

contract, the County Administrator, the

working drawings of the proj ect and shall
evaluate the construction of the project
for compliance with the design criteria
package.
6. In the event of a public emergency,
the Board may declare an emergency and enter
into, or direct the County Administrator to
enter into, negotiations with the best
qualified design build firm available at that
time,
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 22nd day of April, 1992.
