"['! :- j - t-, ;".!':' ,-, , , :-' Commissioner Stormont '92 i1AY 27 1\ 8 :20 RESOLUTION NO. 246-1992 ",\ I" A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS Ct., REQU~~TI~G THE SUPERVISOR OF ELECTIONS FOR MONROE ~I,)HR(J: C61mTY t L'tO HOLD A REFERENDUM FOR THE PURPOSES OF CONTINUATION OF THE UPPER KEYS HEALTH CARE TAXING DISTRICT; DESCRIBING THE BOUNDARIES OF THE UPPER KEYS HEALTH CARE TAXING DISTRICT TO BE CONTINUED; PROVIDING FOR A REDUCTION IN THE MILLAGE THEREOF; AND PROVIDING APPROPRIATE QUESTION FOR THE REFERENDUM BALLOT. WHEREAS, the Board of County Commissioners established through Ordinance 008-1988, as amended by Ordinance 007-1991, an Upper Keys Health Care Taxing District, for a five-year period, subject to referendum of voters of that District, and WHEREAS, the registered voters of the Upper Keys Health Care Taxing District did approve, by referendum on March 8, 1988, for a five-year term the creation and financing of the Upper Keys Health Care Taxing District, and WHEREAS, Ordinance 008-1988, as amended by Ordinance 007-1991, provided that extension of the Upper Keys Health Care Taxing District was permissible only upon referendum of the voters of that District, by question stating the assessment and purposes of the District, and WHEREAS, the Board of County Commissioners is desirous of the Supervisor of Elections holding such referendum for continuation of the Upper Keys Health Care Taxing District, with a reduction in the ad valorem millage to provide for that District, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, Section 1. The Supervisor of Elections of Monroe County is hereby requested to place on the ballot of the Primary Election to be held September 1, 1992, a question relating to the extension of the Upper Keys Health Care Taxing District and approval of its reduced ad valorem millage assessment. Section 2. The boundaries of the Upper Keys Health Care Taxing District currently exist as being comprised of that area corresponding to election precincts 20, 21, 22, 23, 24 and 25, also corresponding with Municipal Services Districts 4A, 4B, 5, 6, and 7, geographically encompassing from the east end of the Dante Fascell Bridge north to the Monroe County line, however, excluding the mainland portion of Monroe County. Section 3. The question to be placed on the ballot is substantially the following: "SHALL THE UPPER KEYS HEALTH TAXING DISTRICT (TRAUMA DISTRICT) REDUCE THE AD VALOREM ASSESSMENT FROM 1/2 MILL (.00050) to 1/4 OF ONE MILL (.00025), FOR THE PURPOSE OF CONTINUING TO PROVIDE ACCESS TO HOSPITALS OUTSIDE MONROE COUNTY FOR SEVERE TRAUMA INJURIES AND CONTINUING AID IN TRANSFER TO AND HEALTH CARE FOR TRAUMA-RELATED INJURY IN HOSPITALS OUTSIDE MONROE COUNTY SO AS TO ULTIMATELY RELIEVE RELIANCE ON TRANSPORT OUTSIDE MONROE COUNTY, FOR AN ADDITIONAL FIVE (5) YEAR PERIOD?" Yes No Section 4. In that the Supervisor of Elections is contemplating a realignment and re-numbering of voter precincts in Monroe County, prior to the September 1, 1992, Primary ElectioIl, authority is granted to him, to amend this resolution, to the extent of precinct renumbering, so as to accomplish its intent. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting of said Board held on the 13th day of May, 1992.
