_ A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
EQTJESTI*G THE SUPERVISOR OF ELECTIONS FOR MONROE
19ryK(iCp'Y'. gQ. HOLD A REFERENDUM FOR THE PURPOSES OF
ESTABLISHMENT OF THE UPPER KEYS RECREATION DISTRICT AND
AD VALOREM TAXATION FOR ITS SUPPORT; DESCRIBING THE
BOUNDARIES OF THE UPPER KEYS RECREATION DISTRICT;
PROVIDING APPROPRIATE QUESTION FOR THE REFERENDUM
BALLOT; AND PROVIDING ABILITY FOR THE MODIFICATION OF
THE WORDING THEREOF.
WHEREAS, certain organized recreation groups and civic
organizations in the Upper Keys have, for many years, expressed
desires of developing and providing facilities for organized
recreational and cultural opportunities in the area of the Upper
Keys, and
WHEREAS, these groups have also recognized that the limited
resources of Monroe County have been unable to provide adequate
and appropriate recreational and cultural facilities throughout
the County in proportion to population densities and desires, and
WHEREAS, it is also recognized by the Board of County
Commissioners that the residents of the Upper Keys have been at
the forefront of responsible, purposeful and innovative planning
and action concerning recreation facilities, cultural
programming, trauma health care, and child welfare advocacy, and
WHEREAS, the Board of County Commissioners recognizes that
the Upper Keys area, from Key Largo through Long Key, consists of
a rapidly growing population and represents approximately 40% of
the tax base of unincorporated Monroe County, and
WHEREAS, the Board of County Commissioners also recognizes
its limited ability to provide additionally needed recreational
and cultural facilities for the Upper Keys area from Key Largo
through Long Key while at the same time providing similar basic
services to the remainder of unincorporated Monroe County, and
WHEREAS, the Board of County Commissioners is desirous of
holding a public referendum of qualified voters in the Upper Keys
area from Key Largo through Long Key for the purpose of approval
for an Upper Keys Recreation Taxing District and appropriate
approval of a supporting ordinance for the implementation
thereof, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA,
Section 1. The Supervisor of Elections of Monroe County
is hereby requested to place on the ballot of the second primary
election to be held October 6, 1992, a question relating to the
creation of the Upper Keys Recreation Taxing District and
approval of ad valorem millage assessment for its support.
Section 2. The boundaries of the Upper Keys Health Care
Taxing District is comprised of that area corresponding to
current election precincts 20, 21, 22, 23, and 24, also
corresponding to the boundaries of Municipal Services Districts
4A, 4B, 5, and 6, geographically encompassing from the east end
of the Dante Fascell Bridge north to the southern boundary of the
City of North Key Largo Beach and north to the Dade County line,
however, excluding the mainland portion of Monroe County,
Municipal Services District 7 and the municipality of Layton.
Section 3. The question to be placed on the ballot shall
be substantially the following:
"SHALL AN UPPER KEYS RECREATION TAXING
DISTRICT BE ESTABLISHED CONSISTING OF KEY
LARGO THROUGH LONG KEY, EXCLUDING LAYTON, FOR
THE PURPOSE OF PROVIDING ADDITIONAL
RECREATIONAL AND CULTURAL FACILITIES
CONSTRUCTION, OPERATION AND MAINTENANCE WITH
SUCH DISTRICT TO BE SUPPORTED THROUGH AD
VALOREM TAXATION NOT TO EXCEED 1 MILL (.001)
FOR THE FIRST FIVE YEARS OF THE DISTRICT
OPERATION AND THEREAFTER NOT TO EXCEED
35/100THS OF ONE MILL (.00035) WITH SUCH
TAXATION BEGINNING OCTOBER 1, 1993?"

In that the Supervisor of Elections is
contemplating a realignment and re -numbering of voter precincts
in Monroe County, prior to the October 6, 1992, Second Primary
Election, authority is granted to him, without further direction
by the Board of County Commissioners, to amend this resolution,
to the extent of precinct renumbering, so as to accomplish its
intent.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 13th day of May, 1992.

sioners of Monroe County, Florida, have caused to be placed on
the ballot at the Secondary Election in Monroe County to be held
on October 6, 1992, the following referendum question:

AVISO DADO A LOS INTERESADOS, la Junta Directiva de los
Comisionados del Condado de Monroe, Florida, han decidido poner
en la boleta de la eleccion secundaria en el Condado de Monroe,
que sera celebrada el 6 de Octubre de 1992, la siguiente pregunta
de referendum:
"Deberia el Condado de Monroe establecer un distrito
de impuesto de recreos en los Upper Keys, incluyendo
Cayo Largo y llendo hasta Long Key, pero excluyendo
Layton, para el proposito de establecer facilidades
addicionales de recreo y de cultura; la operacion y
mantenimiento de cuyo distrito siendo fundado por un
