RESOLUTION NO. 36 -1974
RESOLUTION APPROVING.' BULKHEAD PLAT FOR RECORD
WHEREAS, F.E.B. Corporation now has pending a certain application for
electric cable and fresh water line from the City of Key West to Christmas
Tree Island and a development plan for a large marina and houseboat facility
and recreational complex that has been thoroughly reviewed by the County Plan-
ning Board and also by this Commission and received this Commission's unanimous
general approval on June 19, 1973 as desirable for Monroe County and the Key
West vicinity, socially, economically, and otherWise, and as environmentally
advanced; and
WHEREAS, the Board of County Commissioners of Monroe County, Florida
desires to establish a bulkhead line in the area of Christmas Tree Island and
surrounding and adjoining areas in Monroe County, Florida; and
WHEREAS, the said bulkhead line consists of the boundaries of bottom-
land sold by the Trustees of the Internal Improvement Trust Fund pursuant to
statute and after due consideration of the public interest involved, including
a 1966 prior biological report by the State Board of Conservation (now Depart-
ment of Natural Resources); and
WHEREAS, subsequent biological reports also considered indicate that
development of the nature contemplated by the applicant, F.E.B. Corporation,
can be compatible with the marine environment of the area and even enhance it;
and
WHEREAS, said bulkhead line takes into account the fact that develop-
ment of the marina-houseboat facility and recreational complex contemplated
will require non-uniform placement of fill and other construction at irregular
intervals and spaces within said bulkhead line and on the border thereof; and
WHEREAS, a Notice of Public Hearing was advertised once a week for
three consecutive weeks in the Key West Citizen, a newspaper published daily
in Key West, Monroe County, Florida, said notice being first published on
November 16, 1973, and said hearing being held on December 18, 1973, in the
Sheriff's Substation, Plantation Key, Monroe County, Florida; and
WHEREAS, said hearing was continued to January 8, 1974, and said
continued hearing being held in the Monroe County Courthouse, Key West,
Florida; and

WHEREAS, there were no objections made on behalf of the public to the
establishment of said bulkhead line as presented at said public hearing and
continuation, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA, that the plat presented at the public hearing held on December 18,
1973, in the Sheriff's substation, Plantation Key, Monroe County, Florida, and
the continued hearing held on January 8, 1974, in the Monroe County Courthouse,
Key West, Florida, same being entitled "LOCATION PLAN BULKHEAD LINE in Secs. 25
& 36, TWP 67S, RNG 24E, & Secs. 30& 31, TWP 67S, RNG 24 E, Christmas Tree Island,
Monroe County, Florida", June 1973, and more particularly described as follows:
A parcel of land lying Northeast of the Island of Key West,
Monroe County, Florida; being described by metes and bounds
as follows: Commence at the point of intersection of the
Northwesterly Right~of-Way line of Simonton Street with the
mean high tide line of the Bay of Florida; thence North
60000'00" West 2,150 feet to the Southeast corner of lands
described in 1.1. Deed #19974 and the point of beginning;
thence North 30000'00" East 3,015 feet to a point of curve;
thence Northerly and Northwesterly along the curve (concave
to the Southwest and having a long chord bearing and distance
of North 32048'00" West, 3,056.78 feet respectively and a
central angle of 55000' 00" and a radius of 3,310 'feet) an arc
distance of 3,177.38 feet to the end of the said curve; thence
South 39022'00" West 1,983.43 fee'E'to a point; thence South
62052'0'0''' West 459.97 feet to a point; thence South 27008'00"
East 200 feet to a point; thence North 62052'00" East 700 feet
to a point of curve; thence Northeasterly and Southeasterly
along a curve concave to the Southwest, (said curve having
a central angle of 900, and a radius of 400 feet) an arc dis-
tance of 628.34 feet to a point; thence South 27008'00"
East 1,218.87 feet to a point of curve; thence Southeasterly
and Southwesterly along a curve cancave to the West, (said
curve having a central angle of 57008'00" and a radius of
364.05 feet) an arc distance 363.02 feet to a point; thence
South 30000'00" West 1,700 feet to a point; thence South
6000'0'00" East 1,000' feet back to the point of beginning and
the end of the bulkhead line.
be, and the same is hereby approved for record, and the Chairman and the Clerk
of said Board are hereby authorized to sign the certificate of approval on said
plat.
BE IT FURTHER RESOLVED BY SAID BOARD that Resolution No. 1-'1974
approving bulkhead plat for record be and the same is hereby repealed.
BE IT ALSO FURTHER RESOLVED BY SAID BOARD that the Clerk of said Board
be, and he is hereby authorized and directed to forward a certified copy of this
Resolution, a certified copy of the transcript of said public hearing and the
continued hearing, a copy of the biological reports considered, and a copy of
said plat to the Trustees of the Internal Improvement Trust Fund of the State
of Florida for appropriate action.
