RESOLUTION NO. 38 -1974
RESOLUTION AUTHORIZING THE COUNTY DEVELOPMENT
DIRECTOR TO NEGOTIATE AND ENTER INTO AN INTER-
GOVERNMENTAL AGREEMENT FOR THE PLANNING AND
DELIVERY OF MANPOWER AND RELATED PROGRAM SER-
VICES; AUTHORIZING THE COUNTY DEVELOPMENT
DIRECTOR TO ENTER INTO AGREEMENTS WITH THE
DEPARTMENT OF LABOR AND OTHER FUNDING SOURCES
TO PROVIDE SUPPORT FOR SUCH PROGRAM; AND,
FURTHER AUTHORIZING THE COUNTY DEVELOPMENT
DIRECTOR TO ENTER INTO SUBCONTRACTS TO IMPLEMENT
SAID PROGRAM SUBJECT TO RATIFICATION BY THE
BOARD OF COUNTY COMMISSIONERS.
WHEREAS, The Department of Labor is proceeding to implement
the Comprehensive Employment and Training Act of 1973; and
WHEREAS, Monroe County is one of several local governments
eligible to be designated as a prime sponsor under the Act; and
WHEREAS, The Act encourages and provides financial incentive
for entering into consortia or intergovernmental agreements where
appropriate to service a labor market area; and
WHEREAS, The governments in, and of, Dade and Monroe Counties
are currently being served on an area-wide basis through a Compre-
hensive Manpower Program Pilot Project and wish to continue this
approach to planning and implementing manpower and related programs
under the Act,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COM-
MISSIONERS OF MONROE COUNTY, FLORIDA, That the County Development
Director be authorized to negotiate and enter into agreements with
other units of local government pursuant to the Florida Inter10ca1
Cooperation Act of 1969, Section 163.01 Florida Statutes (1971)
for the purpose of planning and implementing a coordinated program
of manpower and related services; and that the County Development
Director be authorized to negotiate for, execute, and implement
grants, contracts, or agreements with the Department of Labor
pursuant to the Comprehensive Employment and Training Act of 1973,
and other such agencies, authorities, or funding sources as may
be appropriate. The County Development Director is further
authorized to expend funds and enter into subcontracts to im-
plement the foregoing agreements, subject to ratification of
said subcontracts by the Board of County Commissioners.
