Resolution 072-1976RESOLUTION NO. 72-1976 WHEREAS, the Department of Environmental Regulation has conducted a biological survey on the Snake Creek Bridge Project and in said survey has made proposed changes in the plans of the Department of Transportation State of Florida's Project No. 90060- 3536, Proposed Filling in Snake Creek (S.R. 5), Monroe County, Florida, and WHEREAS, it is necessary for the Board of County Commis- sioners of Monroe County, Florida, to enter the biological survey into the records of a public meeting as required by the Florida Department of Environmental Regulation, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that it has entered the biological report into the records of the public meeting and it hereby reaffirms its approval of Project No. 90060-3536, Proposed Filling in Snake Creek (S.R. 5), Monroe County, Florida, as previously endorsed by Resolution No. 25 -1976. File No. 44-37-3683 A biological survey of the above referenced project has been performed by our staff, and the following comments are provided: The applicant proposes to construct a 230-ft. long concrete bridge over Snake Creek, to emplace fill to create the bridge approaches, to bulkhead the south side of the bridge approaches, and to dredge to facilitate installation of pilings. A majority of the proposed work will extend below mean high water. The project site is located immediately south of the existing Snake Creek bridge. Submerged bottoms in the subject area are composed of shell fragments and marl mixed with organic debris. Vegetation in the immediate area consists of turtle grass and several species of macroscopic algae. Numerous fish, including grunt, snapper, angelfish, parrotfish and sargent majors, were present at the time of the survey. Benthic marine invertebrates were prevalent throughout the project area. Upland vegetation was restricted to the southeast side of the project area, and consisted of red, white and black mangroves and buttonwood. The immediate impact of the project upon the area would be the elimination of the submerged vegetated substrate adjacent to the bridge by filling. The removal of the existing vegetation along the approaches and apron will result in siltation and stabilization problems in the immediate future. Long-term impact may result by continual Board of County Commissioners Page. Two April 9, 1976 sediment runoff from the apron and approach area, possibly silting over adjacent vegetated bottoms. The design of the proposed bridge includes bulkheaded bridge approaches with the bulkheads angled 90 degrees from the shoreline. A 90 degree bulkhead projecting into Snake Creek would act as a discontinuity along the shore- line. Because of the water velocity in Snake Creek, the rubble base around the bulkhead may be expected to erode rapidly away, possibly undermining the bulkhead. Loss of the bulkhead would directly affect the bridge approach. Positioning of the bulkhead will adversely affect storm surge tides by narrowing and lengthening the route of turbulent flow under the bridge. These approaches have been severely damaged from past storm surges due to the same cause. A bulkhead line angled (note attached diagram) to facilitate passage of water flow should provide less of a discontinuity. This would also reduce the amount of fill required along the south side of Snake Creek. Serious consideration should be given to the idea of increasing the bridge span. This would avoid the costs of procuring, hauling, placing and stabilizing a large portion of the proposed fill in Snake Creek.
